Water is the spring of life and the unsubstitutable resource by which man exist. At present, water resources have gradually become the scarce resource in modern society. They are badly restricting the development of an area, a country, even the world. In this paper, elementary study has been made about the rational allocation of water resources and water resources system problems about interbasin water transfers(IWT). The main contents are as follows:(1)Discuss the connotation of rational allocation of water resources, several balance relationships which should be wellhandled in rational allocation of water resources, several primary theories about water allocation and its developing directions.(2)Research the methods of rational allocation of water resources, introduce the multiple-objective former of rational allocation of water resources and several representative methods forcasting water requirement.(3)Analyse the water resources at Jiangsu portion in the first-stage project of South-to-North Water Diversion by the methods of rational allocation of water resources, forcast the quantity of water requirement and supply in various regions and departments, and analyse the guarantee rate of water supply according to the water deficit volume.(4)Discuss the concept and characteristics of IWT system, several problems should be paid attention to in IWT.(5)Analyse the exertion of the carrying capacity of water resources in IWT system, primarily discuss the methods of model analysis in IWT system.(6)Discuss the methods of investment sharing in IWT projects, research the water price problems in IWT.(7)Discuss the mechanism establishment of water markets for IWT system in our country.
