Water, one of the rarest natural resources for human's survival and development, is a kind of finite resource which cannot be replaced by others. Water resources play an extremely important role in the development of city. Water resource is primary that a city could exist, and it is also a decision factor of a city's sustainable development and population capacity amount. Water should be regarded as a basic factor of urban planning and construction. However, current urban planning method focuses on land use and takes no deliberate consideration of water resources planning, utilization and conservation as well as its carrying capacity. This has resulted in the over-prediction of population scale of many cities in terms of water resources carrying capacities and other problems. This will definitely hinder the sustainability of social, economic and cultural development, especially for those water scarce cities. Along with the rapid development of economy in China, city scale enlarge constantly, the shortage of water resource becomes more serious.The research of this paper is based on the thought of sustainable development. Through the theory domestic and international researches related, the paper points out the factor which is affected importantly to the city scale. And the paper introduces the water resources carrying capacity theory to the urban planning. It explores a rational city scale which is good at sustainable development and in water scarce cities how to plan a city under the local water resources. The paper contains three parts: the theoretical research of "Water Carrying Capacity" and "City Scale", case studies of "City Scale" practices based on the water resources carrying capacity and the conclusion of research.Part one is the basic theoretical research. Firstly, with a review on the evolution and meaning of water resources carrying capacity, this paper analyzes carrying capacity's study methods. Secondly, the concept and the factors affecting of city scale is discussed. Finally, based on basic theoretical research, the respect of water resources carrying capacity is discussed.
