| Based on the new period water-control concept, with the overall plan of controlling blood and promoting benefit, the utilization of flood resource multi-angled and wholly transit the idea of 'flowing into the sea is safe" , put technological means and engineering practice together to conduct effective flood regulation. To ensure the effect of preventing flood ,the utilization of flood resource fight drought, increase the effective water supply and protect the ecosystem for the construction of well-off society. The content of the thesis is as following:1.to define flood, the utilization of flood resource and the quality of flood as a resource, illustrate that flood can be both a disaster and benefit of human being.2.to investigate the domestic and foreign idea and means of the utilization of flood resource.3.to analyze the water supply and demand of Weifang according to the flood and drought, water project, the present utilization of flood resource situation to conclude that the possibility of the utilization of flood resource of Weifang.4.to research the engineering measure and non-engineering measure to obtain the main means of the utilization of flood resource.5.to propose the feasible suggestion of the utilization of flood resource with the study of assurance measure.
