The problem of water resource is very serious in many parts of our country atpresent. But for the safety of flood control during the period of flood season, manyreservoirs cloud not dare to store water. In order to make a best use of the potential ofthe flood resources and to get the most benefits of the flood control and water supply.Some methods of reservoir operation have been systematically investigated, based onrelevant research results and the principle of the utilizing flood resources. Another,according to the practice of the water resource utilization, some theory and technicalmethod have been proposed to study the inflow tendency of the Panjiakou reservoirand the flood risk of adjusting the limit flood water level of the Dongwushi reservoiradvisably. The research results are very helpful for the use of the flood resources.The following outcomes and conclusions have been obtained in this thesis. 1. It is very important to analyze the tendency and the periodic variation ofhydrologic elements for comprehending the hydrologic process. So in this paper,wavelet transform was introduced to the research field of stochastic hydrology. Theinflow time series of the water supply system that transfer water from Luanhe River(WSSTL) is analyzed by wavelet analysis, and the time scale and evolution tendencyare also investigated. The results showed the inflow of WSSTL is likely to meet onerunoff peak every 10~12 years, and the annual mean of the inflow is graduallydescended. Therefore, it would be difficult to meet the water need of Tianjin cityonly depending on the WSSTL, in view of the economy development and theincrease of water demand. 2. According to the statistical character of inflow flood in Dongwushi reservoirfrom 1951 to 2000, firstly a seasonal AR(1) model is used to simulate the reservoirinflow flood. After that, in order to investigate the possibility to adjust the limit floodwater level and to utilize the resources, and some effects such as the uncertainty offlood discharge capacity, the different representative flood and the historical largeflood are taken into account. The results show that the reservoir inflow flood is themain contributing factor to the flood risk. The limit flood water level in Dongwushireservoir could be raised to 104 meter from present 102 meter. In this situation, therisk to excess the design flood level 106.16 meter is 1.96%, and the risk to excess thechecking flood level 110.70 meter is 0.03%. Otherwise, the reservoir can increasestorage water 20 million cubic meters that is about the 13.8% of the design availablestorage. The increasing economic benefit is very distinct.
