Erhai has a great significance of the ecological environment and economic development for the Dali as a major source of drinking water and tourism resources of Dali. But the quality of Erhai is declining as the basin economic development and population increase. Eighteen creeks of Cangshan is an important clean water which to Erhai and is a high quality drinking water. It can provide high quality clean water to Erhai and promote economic development in Dali by reasonable configuration and efficient use.This study based on the reality of water resource utilization from Eighteen creeks of Cangshan river basin.That put forward the specific distribution solutions and suggestions in the utilization of water resources through the combining of investigation and research, theoretical research and model analysis technical route. Eighteen creeks of Cangshan is a lack of clear water rights definition on the way of farmland enterprise and upstream and downstream、the left and right rank each water user. That cause the unreasonable allocation of water resources and inefficient utilization and than lead to water cut-off or without clean water into the lake. Put forward the guiding ideology of water right allocation, the allocation principles and methods according to the theory of water rights allocation under the guidance of economic theory. It construct the index system of water rights allocation by actual situation and the data. Select the fuzzy analytic hierarchy process(AHP), establish scale conversion of fuzzy complementary judgment matrix, obtain the weight of various indicators by using Matlab software to deal with data, then implement water rights allocation for each stream and the whole river basin respectively. Finally analyze the allocation results from the Angle of economics and also provide scientific basis for river basin science and rational utilization of water resources.The economic level of the whole basin is increased through after distribution of water. Coordinate the allocation of water resources utilization from the angle of market and the angle of water price; Implement the system of paid use of water resources; Build up a water resources market which can combine the government macroeconomic regulation and control and adjust themselves. That provide theoretical support for the management solutions and countermeasures of water resource utilization. And that provide decision basis for further protection and utilization of water resources, especially to Erhai lake water pollution prevention and environmental protection, etc. At the same time, that provide reference for other plateau lakes water resource utilization research of water rights issues.
