Research On Water Resources Management System Of Taihu Lake Basin

Water is the source of life. However, with the development of economic and social, water pollution of the Taihu Lake Basin has become serious increasingly. In 2007, the cyan bacteria in Taihu Lake in Wuxi broke out, and caused a crisis that made all levels of government realize that they should increase the strength of water pollution control. There are many reasons for water pollution, but the root is the existing management system.Nature is the base for human to exist and develop. The relationship between human and nature has developed for thousands of years, and it comes up to the harmonious stage gradually. Human has recognized that the development which they have achieved at the expense of resources and the environment is not desirable, and ultimately will lead to the depletion of resources. Now, the whole world has realized that human beings should take the road of scientific development, that is: sustainable development. As the basic natural resource, water is essential to any life. As it has the liquidity characteristic, some large river systems have their own watersheds. As an organic whole, the upstream and downstream or the left and right banks within the basin are closely linked. Many countries in the world today have realized this characteristic in the course of water pollution treatment, and have used it as the unit of watershed management of water resources system. For example, although there are differences on management among the United States, France and Japan, the three countries shared the same successful experience: they all have a very sound legal system in water resource management, and all manage the water resource on the basis of river basin. In view of serious water pollution in Taihu Lake Basin, we should learn from successful experiences.The water law in our country rules that we execute the management system of the combination of administrative management and river basin management, but it does not clearly define the relationship and the status between them. Concrete to Taihu Lake basin, this management system is manifested as the bureau of Taihu lake basin and Jiangsu, Zhejiang, Shanghai jointly manage the Taihu Lake basin. The problem is: the bureau of Taihu lake basin and the administrative departments at all levels within the basin has unclear division of power, and this have resulted in the small role in the management of the bureau of Taihu lake basin .This have also lead to the result that we manage the water resource on the basis of administration. Therefore, the current management system of Taihu Lake Basin should be reformed. First of all, our country should develop and improve relevant laws and regulations. Second, we should sticking out watershed management and weaken the administrative regional management, and divide powers between them rationally. The bureau of Taihu Lake Basin should be become the decision-making body, while the water administrative departments at all levels can only be the implementing agency.Therefore, the Taihu Lake Basin water pollution control must be started from the system. We should strengthen river basin management. We should solve the water pollution in Taihu Lake basin thoroughly, and thereby we can achieve the scientific development.
