The Sustainable Management Andprotection Of Lao Urban Tap Water

Water resource is a kind of important natural resources,industrial and agricultural production and human life are inseparable from the water.At the same time,water is also necessary to the survival of other species.With the development of world economy,Lao tourism has been developing rapidly.The rapid development of tourism drives economic development of the cities,at the same time,also leads to the urban population as well as water consumption growing.Due to the environmental protection consciousness weak and backward wastewater treatment technology,most of tourist cities in Laos concern only for the economic development,the domestic and industrial waste water is discharged directly into the river or underground without any treatment,resulting in serious water environment pollution.So the fundamental reasons of Lao water resources shortage is not Lao natural condition,but the water resources protection and saving consciousness weak,this is increasingly threat the survival of Lao people and sustainable development of the society.Facing Lao state of serious water resource shortage and pollution,this paper through on-the-spot investigation found that the traditional concept of water in Laos is always available and cheap,the Lao government has not formed a set of special water resources management system,the management system is chaos,power and responsibility are not clear.Confused management and weaker supervision hinder the Laos national sustainable utilization of water resources and the coordinated development of environmental protection.Now,the management system of the Lao water resources is very confused.In order to change the situation,and relieve the tense situation of water resources,this paper considered protecting the water resources and promoting the sustainable development of water environment together.According to the existing problems about water resources management and urban sewage management system,from the point of view of protection water resources and improvement of the utilization ratio of reclaimed water,this paper deeply analyzed the problems of water management system,according to the present situation of Louang Prabang City tap water supply,the corresponding solution strategy was put forward.Under the market mechanism,the original tap water price in Louang Prabang City is cheap,unreasonable,implementation of the step price method should be practiced.And to use the tap water purification,sewage treatment technology,and practice the urban sewage reuse,the urban water resources repeated use could be realized.Combined with Laos national water resources situation and natural conditions,a new water resource management framework should be built,so that many contradictions and problems of the Laos in protecting the urban water resources could be alleviated.This research has important theory value and practical significance.
