Yanan city is located in the north of Shaanxi, water resource is limited, as Yananentered the rapid economic and social development, the water resources supply and demandcontradiction highlights.In this paper, summarizing the research results on the basis, takingYanan city as an example to dry areas of water-saving society evaluation system andsustainable water resources optimal distribution model is studied, the results of the studywill help alleviate the shortage of water resources in Yanan city and water environmentcrisis, promote the sustainable utilization of water resources.The main research results ofthis paper includes four parts:1、 in this paper,introduces the connotation and the elements of water-saving society,points out that it is necessory to establishs water-saving society evaluation index system andthe optimal allocation of water resources in water shortage region.2、Analysis and investigation of Yanan1999-2009years of water resources andconstruction of water-saving society。Analysis of the industry water supply and water usinghistory, combined with water on the industry water use system coordination degreeevaluation, evaluation results show that, the study period of industrial water coordination for0.9949, the water industry coordination.3、It is built that is about the price of standard evaluation system of water-saving societyin Yan’an city in2009. The system consists of one target layer, six criteria layers and21indicator layers, and basically reflects the content of water-saving society and the evaluation.Moreover, we use fuzzy analytic hierarchy process (FAHP) to evaluate the system. Theresult indicates that (1) the comprehensive water-saving rating index has the highest scoresamong all the influence factors, so it has the strongest effect in the price of standardevaluation system of water-saving society,(2) the life water-saving rating index has thelowest scores among all the influence factors, so it has the weakest effect in the price ofstandard evaluation system of water-saving society.4、The sustainable use of water resources optimal allocation model is established that is about the water-saving society in YanAn city. According to the economic, environmentaland social benefits, and for the sake of maintaining the development of system coordination,the multi-objective model is established. Moreover, the parameters in the model aredetermined, and predict the water output and requirement in Yan’an city in2015. Use theMATLAB linear programming tools to solve the optimal allocation model box. Then, theresult is suitable for the future development of the socio-economic demand in Yan’an City.Therefore, it will alleviate the water shortage situation effectly in Yan’an City in2015, andbecome the technical reference for the rational allocation of water resources in Yan’an City.
