The Constructions And Applications Of Provincial Electric Power Company Emergency Command System

In all natural disasters and other emergency situations, the rapid restoration of power system provides an important protection to reduce the various types of losses. The current Emergency Command System (ECS) involves many objects; it requires fast response and highly complex process. Three main difficulties, which are the communications for information, the resources allocation and decision-makings, could cause long response time, long power interruption time, increase of property loss. Emergency command platform is used to meet the requirements and support decision-making system. This thesis presents the constructive ideas of ECS based on provincial electric power companies'demands, integrative platform; it deeply analyzed the business requirements, shows the system's overall structural design, functional design, security design and performance design, and introduces the system functions. The applications indicate the designed system, ECS, can provides strong supports and useful information for command decision-making through effective data integration, functional process integration system for the emergency repair process, and also it builds the foundational data structure for daily production management.
