The establishment of emergency command system in Highway Traffic and Transport Industry (HTTI) which is respond to emergency becomes increasingly urgent, because of its decentralized organizational structure, wide business range, isolated inner information systems and other reasons, the construction of the system there is very difficult. Thus this article, through analyzing the emergency command business processes and existing information systems in Heze Highway Administration Bureau (HHAB), design a practical emergency command system for the HTTI. The main research works are as follows:1. Studied and analyzed the existing isolated information systems, the highway video monitoring system, the tolling video monitoring system in HHAB. Through laying a MSTP special line network, dividing the network into VLAN zones by applications, constructing the Emergency Command Center, adopting the Workflow Management System for realizing the emergency information transfer, in the end, the unified video monitoring system is established and sharing and transferring quickly emergency information are realized.2. Studied the mode on how to realize the unified video monitoring system in HHAB. In order to establish a practical and cost-effective construction of a highway emergency command system, the highway and tolling video monitoring signals are transmitted in the form of H.264 digital compression and D1 high-resolution scheme. The unified decoding on the video signals of existing multi-type equipment is realized by adopting soft matrix programming, which solves the differences of compression protocols that lead to disunity management of the video signal. Furthermore, making the incompatibility video signals of mobile highway-vehicles managed uniformly is realized by adding VGA matrix equipments to video networking control platform.3. Studied the mode of emergency command information transfer and its realization method in HHAB. The token-driven Workflow Management System (WfMS) is to realize the transfer of emergency command information, a conference collaboration activity is designed to enhance the expression ability of the WfMS for the notification of emergency command information.4. Studied the intelligent documents which adapt to highway traffic emergency command information management, as well as the realization method of the traffic electronic map. Using PDFiM (PDF-based Informational Map) as the main realization technology of intelligence document, the comprehensive management is realized for the documents of electronic map, the emergency plan, emergency command information, and so on.The above research work laid a solid theoretical and technical base to smooth implementation for HHAB, gave a useful exploration for common problems which exist in the HTTI emergency command system, and also has important reference value for the construction of emergency command system of the HTTI.
