There are many hazardous in the polymerization production process of vinyl chloride, which will be changed into accidents factors the accidents may result into the stop of production, the breakage of devices, the great casualties, even generate affect to society and cause immeasurable loss. Therefore, it could prompt the development to polymerization production process of vinyl chloride, and safe production to apply hazard resources identification and risk assessment into chemical industrial. This paper based on the present status of hazard resource identification and risk assessment at home and abroad, and made the fact that explosion was the stress accident except poisoning, fire, burn clear. Then, combining with the two types of hazard resource theories, this paper established the content of hazard resource identification, and the methods to identify the second type hazard resources from the chemical industrial craft process and devices breakdown using the system safety analysis, and aiming at the fire hazard and explosion, it brought forward the units partition method to part all the production process, had more innovation on the basis of this, a clear risk evaluation model of the major accident was brought forward, namely it analyzed qualitatively every production units by Mond evaluation method of Imperial Chemical Industries, Ltd., in England, and established the important units which needed to be further analyzed. Then according to the result, it constructed the fault tree of polymerizer explosion and monomer tank explosion, counted and confirmd the risk degree of the main equipments of the important units using the fuzzy probabilistic risk assessment method. When trying to get the probability of the accidents, basing on L-R type fuzzy numbers of fuzzy mathematics theory, adopting its normal type subjection function, solved the problem of the probability of initial event, the problem couldn't be solved by the past events. Finally, on the basis of the software called FLUENT, to simulate leakage and diffusion of vinyl chloride, obtained the rule that the concentration of the leaked vinyl chloride gas clouds changed with the wind speed and leakage rate, which provided scientific bases for effective emergency control measures of vinyl chloride leakage, finally supplied theoretical support to put forward the risk control measures of the polymerizer explosion accident and the monomer tank explosion accident. In order to put an end to incidents of the chemical industry enterprises, especially the polymerization production process of vinyl chloride, and ensure safety in production, reduce disaster losses, This paper has the important theoretical significance and practical application value.
