As one of the most prominent challenges to human life and health and social and economic safety,epidemic disaster often becomes a major driving event for the transformation of national security governance system.Using digital technologies such as health code,big data tracking technology,contactless telemedicine and smart allocation of medical supplies in Corona Virus Disease 2019(COVID-19)prevention and control is expected to be a new growth point for improving the resilience of cities to cope with COVID-19.Urban digital transformation emphasizes the science,precision and agility of disease disaster management,while urban disease disaster resilience emphasizes the foresight,predictability and readiness of disease disaster management.The integration of the two forms the basis of modernization of disease disaster management system and capacity.Therefore,the study on the relationship between urban digital transformation and epidemic resilience has become a major topic of epidemic management transformation in the digital era and risk society.However,although resilience theory and digital transformation are expected to become a new concept and model of epidemic disaster management and meet the needs of normalized epidemic prevention and control,relevant studies are still lacking.The digital transformation of epidemic disaster management is in its initial stage,and mainly focuses on the specific technical application level,lacking in-depth and comprehensive analysis from the organizational level and theoretical level.Therefore,this study introduced resilience theory into the study of epidemic disaster management.The main research contents include:(1)Resilience theory was applied into the transformation of urban disease disaster management area and established an evaluation system for resilience of urban epidemic disaster.In this study,an evaluation index system of urban epidemic disaster resilience was proposed,which was composed of four dimensions: economic resilience,social resilience,engineering resilience and ecological resilience,and the resilience scores of 134 Cities in China were calculated by using objective data of each city.Empirical analysis methods such as correlation analysis and general linear regression analysis were used to test the positive relationship between the resilience level of epidemic disease disaster and the epidemic prevention and control ability,which proved the scientific and accurate evaluation system of urban epidemic disaster resilience.(2)The theoretical model of urban digital transformation to improve resilience of epidemic disaster was systematically proposed.On the basis of digital governance theory,from the government,market and public key subject and three cities activities support Numbers for normal operation of the urban infrastructure,digital transformation of the city is divided into digital economy,the government,the Numbers of the people’s livelihood and digital infrastructure,the paths and theoretical mechanisms of different dimensions of urban digital transformation on urban epidemic disaster resilience are systematically analyzed.The theoretical model of urban digital transformation to improve resilience of epidemic disaster was proposed.(3)The empirical test of the impact mechanism of urban digital transformation on urban epidemic disaster resilience has been completed.Using digital transformation of CCID institute of city index as evaluation city digital transformation of the independent variable data,urban epidemic disaster resilience score as the dependent variable data,using correlation analysis,the general linear regression analysis and structural equation model of quantitative research methods,such as on the degree of relevance and influence between the inspection.The results of the empirical analysis show that the improvement of the level of urban digital transformation can significantly improve the resilience of urban disease disaster.Among them,the economic level of the urban digital on urban disaster resilience of disease has a comprehensive role in promoting,digital city government level mainly to promote urban ecological resilience epidemic disasters,urban digital level of the people’s livelihood and basic infrastructure level promoting role on urban disaster resilience of disease.(4)Strategies for improving resilience of epidemic disasters in the process of urban digital transformation in China were proposed.A disease disaster management model with urban resilience capacity building as the core was proposed,and a plan to improve resilience capacity of urban disease disaster was implemented,which mainly includes: To give full play to the function of the "stabilizer" of the digital economy in the resilience capacity of epidemic disaster,and to solve the shortcomings in the management of epidemic disaster,such as poor information sharing,personal privacy disclosure,digital technology risks,so as to improve and improve the resilience capacity of urban epidemic disaster. |
