Research On The Construction Of The Layout Coordination Mechanism Of The External Intelligence Introduction Innovation Team

The western region has long been in a dilemma of slow economic growth and insufficient sustained growth.The main reason is that it is caused by the severe loss of high-end talents in the western region,the lack of scientific research strength,and the low quality of talents.In view of the poor effect of the “hard introduction” of talents,this paper proposes to improve the shortage of talents in the western region and the lag of scientific research through the innovation team with intelligence-alliance and integration features with cross-regional,multi-agent,flexibility and integration characteristics.The cooperation mode of “soft introduction” is an important form of integrating the innovation resources of the eastern and western regions and promoting the common development of the economic and social development between the east and the west.On the basis of the relationship between external talents and their units,the joint research projects are often used as carriers to carry out scientific research.The teamwork method of promoting the improvement of scientific research strength and improving the quality of talent training in the western region through the synergy effect of external referrals between talents has achieved certain results.However,many years of observation and research on the cooperation projects of the Sheng Yuan Sheng Xiao in Yunnan Province show that although this team provides a good opportunity to promote the rational allocation of talents in the east and west and the exchange of technology and industry,the team members are cross-regional,cooperative weaknesses and significant differences in cooperation motives,such as the low-level cooperation problems caused by the cooperation before the application.It directly affects the original intention and expected effect of the intelligence-alliance innovation team.Based on the analysis of the existing innovation team and the theory of collaborative management,this paper believes that the layout stage for the preparation of team members' property is the root of the problem of the intelligence-alliance innovation team.In order to build a more scientific and rational layout coordination mechanism of the intelligence-alliance innovation team,this paper focuses on the prior layout of its internal and external members,goals and resources before the formal launch of the project research,and the integration of synergistic and complex behavioral decisions.The perspective proposes the analysis and evaluation of the mechanism elements that match the research content with the talent expertise,the matching of talent goals and research goals,and the matching of resource ownership and research content.Because the good layout coordination mechanism can promote the team's high-quality,high-efficiency systematic and organized research work,the sustainable development of the intelligence-alliance innovation team has a long-term significance.Therefore,this paper uses the theory of synergy and management,the complex behavior decisionmaking method,to construct,analyze and evaluate the layout coordination mechanism of the intelligence-alliance innovative team.It has important theoretical research significance and practical application value.In view of this,this paper aims at the analysis of the internal influencing factors of the layout mechanism of the intelligencealliance innovation team,and evaluates the effect of the relevant influencing factors as a reference to evaluate the layout coordination mechanism of the intelligence-alliance innovation team.Mainly from three aspects to research.Firstly,study the concept,characteristics and influencing factors of the innovation team and layout coordination of the intelligence-alliance innovation team.Based on the research results of related concepts,characteristics and collaborative innovation of the innovation team,the concept of the intelligence-alliance innovation team and the layout coordination are defined,and the basic characteristics are analyzed.Drawing on the core idea of synergy,on the basis of in-depth analysis of the cross-regional,multi-agent,flexibility and integration characteristics of the intelligence-alliance innovation team,it analyzes the decision-making of talent construction,target integration and resource allocation in layout coordination and various activities related to people and property,then coordination subjects such as subject group structure,subject coordination motivation,subject coordination partnership,coordination objectives such as target decomposition structure,target dependence,target execution difficulty,coordination resources such as resource network structure,resources relationship,resource transfer method have been structured and defined,and the key elements of the intelligence-alliance innovation team layout coordination are analyzed.Secondly,it studies the three sub-mechanisms of the layout coordination of the intelligence-alliance innovation team and its analytical evaluation methods.Based on the previous part of the research,the layout coordination mechanism is divided into three sub-mechanisms: subject coordination,target coordination and resource coordination,and the three sub-mechanisms are constructed separately.Based on the structural characteristics of the intelligence-alliance group,and based on the influencing factors of the external group preference,the group structure and the external group preference are cross-integrated,and the cooperation plan of the intelligence-alliance innovation team is proposed.The Analytic Network Process(ANP)identifies the optimal cooperation scheme suitable for the collaboration of the intelligence-alliance innovation team,and helps to explore the cooperation mechanism of innovation subjects under the preference of external groups;based on the team layout coordination phase objectives,combined with the target dependence,target difficulty attribute,target-subject relationship,analyze the influencing factors of target coordination,construct a target-planning model of "target-subject" matching,explore project target dependence and target-subject coordination mechanism;rely on resource dependence theory to resource network structure is analyzed,and the influencing factors of resource network factor dependence,resource network relationship dependence and resource network structure dependence are analyzed from the perspective of innovation network.The key influencing factors of resource coordination under the network structure are identified by Decision Making Trial and Evaluation Laboratory(DEMATEL),analysis the causal relationship between factors.Thirdly,the layout coordination mechanism constructed are applied to the case study application of the Sheng Yuan Sheng Xiao project in Yunnan Province.In combination with the actual case team in the project cooperation of Sheng Yuan Sheng Xiao in Yunnan Province,by means of field survey,discussion,data collection,to understand the situation of the layout coordination mechanism of the case team,according to the subject coordination mechanism,target coordination mechanism and resource coordination mechanism in the layout coordination mechanism,the different research methods of the coordination mechanism evaluate the operation of the case team's layout coordination mechanism,and propose feasible improvement measures for the inadequacies of the layout coordination mechanism.The analysis conclusions are also affirmed and supported by the participating experts.Based on the above research,the intelligence-alliance innovation team layout coordination mechanism constructed in this paper can systematically analyze and evaluate the coordination elements in the internal planning stage of the team,and explore the key factors and optimal solutions for the coordination of subjects,objectives and resource elements from different perspectives.In view of the long-term management problems faced by the intelligence-alliance innovation team,the layout coordination mechanism constructed in this paper can focus on the core issues,lock in the key factors,and based on the evaluation results of the influencing factors,give the improvement plan of the intelligence-alliance innovation team layout coordination.The countermeasures and suggestions provide a new research perspective and solution for the sustainable development of the intelligence-alliance innovation team,which is conducive to the improvement of the efficiency of such innovation teams and the leapforward development of scientific research strength in the western region.
