| As background to the question of today's world economic integration and competition globalization,with the incessant deeping of the integration of informatization and industrialization,industrialization is the foundation of informatization,and informatization is the product of highly developed industrialization.The revolution in the global information sharing industry has exerted great influences on the world economy,politics,society,cultures,military strengths,and has directly led to the transformation of many developed countries into this informatization society.Especially,informationization evolves in the areas of digitization,networking,intellectualization,and the new “IT”,(Information Technology),which includes cloud computing,big data,the Internet of Things,mobile applications and artificial intelligence technology at the core,is reshaping the traditional informationization application mode,the deep integration between the economic society and information technology will be enhanced,and new ways of production,business and lifestyle will be formed,the world economic patterns faced comprehensive readjustment.Following the financial crisis in 2008,developed countries launched “Reindustrialization” strategies to promote Industrial Internet and Cyber-Physical Production System,and to promote the transformation and upgrade of traditional industries,the flow and transfer of international industry began to present new characteristics.Developing countries have increased the construction of information infrastructure and participated in the process of the integration of industrialization.The integration of information technology and industrialization has become an important breakthrough in developing countries to implement the strategy of modernization,and it is necessary to speed up the process of industrialization and also face the challenge of the accelerating development of information technology for the less developed countries.Because of China's eastern,central and Western facing different economic conditions,economic development level is not the same,there exist obvious differences in industrial development and policy measures;at the same time,between regional industrialization transfer phenomenon,compared with the developed eastern region,the central and western region's industrialization though it has achieved great achievement,but the integration of industrialization and informatization and the eastern areas there is still a gap.Therefore,the integration of industrialization and informatization is not only a technical problem,but also involves a wider range of economic issues.It is also a regional comprehensive problem with rich connotations.For this reason,from 2002,China first put forward the concept of integration of informatization and industrialization,and made “the development plan for the integration of informatization and industrialization”(2016-2020)in 2016,Chinese integration of informatization and industrialization has gone from proposal of the concept to a pilot demonstration then to accelerated development and a great-leap-forward in integration.With the constant advances in information technology,China's information technology and information construction environment has established a solid foundation,initially equipped with industrialization at a higher level,with a wider range of conditions.The depth of integration of information technology and industrialization plays an important part in promoting the reform of the supply side,stimulating the effective consumer demand,enhancing the industrial level,optimizing the industrial structure,and continuously improving people's lives.China's economic development into the new normal,“Made In China 2025” has be put forward for the first time by the“Report On The Work Of The Government” in 2015,the implementation strategy for the integration of informatization and industrialization of the great changes have taken place in the content and the field.Among them,from the point of view of theoretical research,the existing theories of informationization,industrialization and the relationship between them,the deeply and systematically discussed mechanism,influencing factors,the evaluation of levels of integration of informatization and industrialization.Generally speaking,the regional characteristics of the integration of informatization and industrialization,particularly in the evaluation index system,the integration of informatization and industrialization levels and evaluation method selection still has room to be improved and expanded,the latter is the strategic fulcrum of China's integration of informatization and industrialization.For the reason that,this paper studies the influencing factors and offers a comprehensive evaluation on the integration of regional informatization and industrialization.On the basis of the literature review,in the field of integration of informatization and industrialization,this paper initially defines the basic connotation of regional informatization and industrialization integration,and analyzes its hierarchy and dynamic mechanism.Secondly,it analyzes the main factors that affect regional informatization and industrialization,and conducts an empirical test.The next step will be to,construct an evaluation index system of regional integration levels of informatization and industrialization,build a second index system to evaluate the efficiency of informatization and industrialization,and carry out empirical research.Finally,it puts forward the path and policy recommendations to promote the integration of regional informatization and industrialization in China.The main conclusions of this paper include:First of all,regional informatization and industrialization synthesis embodies products,technology,and management.From the perspective of a cost-profit,based on convergence theory and model,the paper discusses the dynamic mechanism of the regional informatization and industrialization synthesis includes the decrease of transaction cost and the increase of income.From the perspective of the internal-external incentives,the paper discusses the external incentive mechanism of the informatization and industrialization synthesis comprises 4 aspects,including technology push,demand pull,government support and market competition.The internal mechanism includes 2 aspects,which are internal pressure and internal driving force for the growth of enterprise and the upgrade of industrial structure.Secondly,on the basis of the two sector model of the Filed and EBA,using the overall correlation of data,Eviews7.2 is used through the subregion the various factors influencing the regional informatization and industrialization synthesis are analyzed,the result shows that: the Internet penetration rate,the industrial added value portion of the GDP,the ration of profits of industrial enterprises over the designated size in the assets and other indexes have positive effects on the informatization and industrialization synthesis index.The positive influence on the technical market transactions volume,general revenue of local finance and industry average wages are obvious.However,the resident consumption index and industrial pollution control completion investment has a negative effect.The residents' consumption index in the eastern region,and the local fiscal revenue,industry average wage rates and completed investment in industrial pollution control are important,whereas,the resident consumption index in the central region,internet penetration rate and local fiscal revenue has an obvious effect.Furthermore,the resident consumption index in the western region,local fiscal revenue,and industry average wage rates have balanced positive effects.Thirdly,an evaluation index system of regional informatization and industrialization synthesis covering 22 tri-grade indexes is established,from three aspects: readiness,application degree and performance degree.Empirical analysis is carried out by using the Entropy weight-comprehension index method,the result shows that: in 2015,the top three regions were Beijing,Shanghai and Jiangsu,the three regions at the bottom of the list were Yunnan,Tibet and Gansu.From the point of view of time variation and regional difference on the one hand,between 2012 and 2015,the informatization and industrialization synthesis in China stepped into a period of rapid development,the basic environmental construction effect was obvious,industrial electronic commerce had become the highlight of development,industrial Internet had formed and the effectiveness of synthesis of informatization and industrialization became obvious.On the other hand,the case for clustering shows that there is no obvious division in the geographical regions,the clustering results in the number of provinces which do not show their economic differences.Fourthly,the input-output efficiency of 31 provinces in the integration of information technology and industrialization have been evaluated by using the DEA model,resulting in the determination that,the input and output in 31 provinces are effective.The respective average effective values from 2012 to 2015 are: 1.1062,1.1022,1.1066,1.0945,showing a downward trend,there are fluctuations in the period,but they are not very significant.Compared with the maximum value,regional informatization and industrialization integration input output efficiency value is in accordance with the general downward trend,but when compared with the minimum value,the gap in the regional informatization and industrialization integration input output efficiency values in different provinces becomes considerably less.On this basis,by adjusting the input and output range of each province,production goals will be achieved.From a national point of view,input output variables in 31 provinces should be readjusted by different degrees in an effort to achieve the production goals.These variables are mainly concentrated in the input side,the biggest changes being mobile phone penetration rates,the ratio of the number of colleges and university graduates in full-time employment,information platform construction of small and medium sized enterprises and the internet penetration rate,the smallest change is the ratio of industrial enterprise R & D fully employed personnel.Finally,based on the analysis of influencing factors,the evaluation of the level and efficiency,there are four main approaches for the paper puts forward that the promotion of deep integration of regional informatization and industrialization: the first is to aim at the fact that the fusion level and efficiency space of regional informationization and industrialization exist obvious differentces,the choice of country to enhance the path should focus on reducing the “information gap” amomg regions,and advance the balance of the integration of regional informationization and industrialization.The second is to optimize the policy environment of the deep integration of informatization and industrialization: the orderly forward movement of regional integration of informatization and industrialization in different dimensions,at different layers and stages;build the long-term mechanism and basic service platform for the advancement of the integration of informatization and industrialization;offer more support to scientific and technological enterprises including middle,small and micro sized entities;formulate different policies for further developing the integration of informatization and industrialization;cultivate compound talents of those who are familiar with this system.The third is to expand the deep integration of industrial informatization and industrialization: perfect the system assessment;standardize the system industrial informatization;popularize the typical experience of the integration;make efforts to develop an intelligent service manufacturing industry;cultivate and develop the new business type and mode “internet +”.The forth is to improve the ability to integrate enterprise informatization and industrialization: strengthen the awareness of the advancement;and introduce and train high-end informatization talents;invest more in software and consultation services;optimize and institute information management systems.The main work of this paper include: First,it describes the dynamic mechanism of the combination of regional informatization and industrialization from the perspective of internal-external incentives.In the paper,the dynamic mechanism of the integration is defined as “to promote the interrelationships,interactions,and functions between constituent elements of the integration of informatization and industrialization”.The external dynamic mechanism mainly includes technology promotion,increasing demand,government support and market competition,while the internal dynamic mechanism mainly consists of internal pressure concerning the upgrade and transformation of industrial structure,and the motivation of enterprise growth in the integration of regional informatization and industrialization.Secondly,it establishes an indicator of evaluation informatization and industrialization fusion level,which is based on three dimensions of readiness,application and performance,the value of each improved comprehensive indicator is determined by the entropy weight method,and we can apply the indicators after MATLAB standardization to calculate the level of informatization and industrialization.In addition,by using super-efficient DEA model,it is possible to evaluate the efficiency of input and output concerning informazation and industrialization in 31 cities.Thirdly,expand the field two sector model and the EBA model,the introduction of industrialization and informatization is an important indicator,through the Eviews7.2 software regression analysis of the above indicators of regional informatization and industrialization.Finally,it proposes policy suggestions for promoting informatization and industrialization integration for different dimensions. |
