Construction Of Support System Of Business Process Reengineering For Newspaper Group In China Based On The Perspective Of Comparative Study On The Media

The rapid development of information technology(IT) cause media convergence becomes an inevitable trend,How to find effective ways to integrate media,how to allocate internal and external resources of Newspaper Group reasonably,how to improve their core competitiveness become key factors for Newspaper Group in China deal with brutal competition in domestic and international media counterparts and their own development needs. With the deepening reform of cultural system,under the guidance of national policies and industry norms,Newspaper Group is working on institutional recycling to adapt to the current media environment.At present,Newspaper Group in China are choosing different ways to reform the business and operations,and business process reengineering (BPR) are more common ideas.But there have specific differences in BPR methods,and scientific nature,effectiveness and other issues emerging.They encountered many difficulties.How to improve the success rate of BPR more effectively are the urgent problems of reform as Newspaper Group at this stage.General enterprises’s BPR mainly guided by the theory of BPR in western countries.However,the current system of redesigning for Newspaper Groups in China have not yet completed,there are also differences in redesigning method,Newspaper Group does not really mean the whole enterprise,at the same time it also has a multi-attribute compared to general enterprise.They have political attributes,social attributes,and economic attributes.Therefore,the existing BPR theory can not be appropriate guidance to BPR of Newspaper Group in China.In this context,In this paper,the author raise the concept of support system of BPR for Newspaper Group in China and built theoretical framework for support system of BPR for Newspaper Group in China through research,to explore theoretical methods used for implementing BPR strategy in Newspaper Group in China successfully.There are some problems be found by arranging the research of domestic and foreign BPR theories,methods and tools,factors and evaluation.First of all,BPR theory itself has some defects,this is the cause for a lower success rate of BPR in western countries.Secondly,factors of BPR has not formed System of the Paradigm,the researchs focus on single or multiple success factors or failure factors.Thirdly,BPR theory put forward for the company,the guidance for organizations have multiple attributes has not been made.There have differences in general enterprise by sorting out the attributes of Newspaper Group in China.There are same points at Newspaper Group have political attributes,social attributes,and economic attributes whether from academia or industry.Therefore,the theories and methods of BPR for Newspaper Groups in China can not follow western’s,it should have differences for Newspaper Group in China.This study put forward the research hypothesis of support system of BPR for Newspaper Group in China combines the practical features of them and based on the study in the literature.The support system constituted by the three sub-support system,includes the foundation support system(FSS),core support system(CSS) and auxiliary support system(ASS).FSS including policy,IT and capital three factors.Three factors impact all Newspaper Group’s BPR.These factors are the prerequisite and basis for BPR strategy.Therefore,three factors are the elements of FSS.CSS including corporate strategy,human capital,corporate culture and the building of industry value chain.These factors are the core of support system of BPR.BPR is a strategy itself.Its strategic goals must be consistent with the overall strategic goals of business development.This is the premise to ensure the implementation of BPR in the right direction.The evolution from value chain to industry value chain builds a dynamic media organization alliance(DMOA).DMOA runs through the value chain up and down.And plays a supporting role for enhancing utilization of resources and the core competitiveness of Newspaper Group.Human capital is the most important core competitiveness.Human capital is directly related to the operation for the subsystem of corporate strategy,the choice of IT,capital management,corporate culture,industry cooperation and performance evaluation.Therefore,human capital is the core of support system of BPR. ASS including the implementation of performance evaluation of the stage.Performance evaluation of the stage will provide the correct sustainability guidance to implementation of BPR. Support system of BPR is complete system.Elements in the system according to some order and formed through the association with each other become a complete entirety,providing a material and non-material support for BPR.Human capital plays the role of ties in whole support system.Human capital interconnects various subsystem and plays core of support system.The beginning of this study includes concept definition such as process,business process,business process reengineering,newspaper group and support system.Soon after,we discuss two theories of BPR and business property of Newspaper Group in China.Then,we analysis of the factors affecting support system of BPR for Newspaper Group with the five dimensions of Theoretical Lens.Next,we put forward the concept of support system of BPR for Newspaper Groups.Finally,the paper constructs assumptions to support system of BPR for Newspaper Group.Soon after,The study discusses separately from FSS,CSS and ASS. Through the demonstration, this paper argues policy, technology and capital are prerequisite and base of BPR of Newspaper Group.In the study of human capital, corporate culture, corporate strategy and industry value chain.The paper points out that human capital is the most important. The construction industry value chain due to newspaper group’s actual conditions and needs vary, not as a core support element.As well as the paper demonstrates the performance evaluation is one of auxiliary support elements and performance evaluation is the correct path to ensure BPR implementation in Newspaper Group.At last,the paper sets out the main conclusions of this study,points out amendments to the hypothesis and points out the shortcomings of the study.Viewing the whole thesis,the study points out concept of support system of BPR for Newspaper Group in China based on literature research and case studies.Soon after proposed hypotheses theoretical framework of the system.The study considers that support system of BPR for Newspaper Group in China contructed by FSS,CSS and ASS.The three support systems play different role in the whole support system and associated with each other.Human capital is the core of the whole support system.The study expands scope of the study of BPR and studies of media in the academic research level,and provides a theoretical support and practical guidance for in practice for the further successful implementation of BPR for Newspaper Group in China in the practical level.
