Research On Theory And Practices Of Uniform Treat And Management Of Three Kinds Of Water

Water is the source of life, factors of production, the basis of ecological environment. Awareness of water issues, solving water problems scientifically are major issues related to human survival and social progress, the water control thought is the key. In the 1960 s, Professor Li Peicheng thinking on the basis of secondary salinization issues in the irrigation district, starting from the basic laws of water, presenting the Theory of “uniform treat and management of three kinds of water”.This theory is the basic of water control, with a more general applicability in urban and rural areas.Paper from the background of creation, studies the forming process and theoretical connotation of the Theory of “uniform treat and management of three kinds of water”, and successful application in solving secondary salinization, waterlogging, water management in irrigated area and urban, on this basis, using this theory to solve irrigation hydrological ecological imbalance and urban water shortages on the current, taking about the application of the theory in North China Plain and Loess Plateau as examples. In general, the results of this study can be summarized as follows:(1)This paper discusses thought and practice of flood control in ancient China, and finds that ancient flood control still has boundedness on practice or on theory, there is no complete and universal significance of water control theory.(2)On the basis of summarize and analysis results of the Theory of “uniform treat and management of three kinds of water”, this paper systematically demonstrates the background, theoretical connotation and application in water management in irrigated area and urban, and the theory involves a wide range and has universal applicability. The main reason of irrigation secondary salinization and waterlogging is irrigation but not draining away water, ignoring the basic laws of nature circulation. From this, collation and research system and framework of the Theory of “uniform treat and management of three kinds of water”, is unified view and management the various water resources. "Uniform treat and management of three kinds of water" is a unified view of water resources existed in different forms and different regions forming the various and unified management. The theory involves a broader application in water management of farmland, urban and ecologically fragile areas and other areas, should be promoted.(3)A more thorough discussion of the Theory of “uniform treat and management of three kinds of water” on the prevention of irrigation secondary salinization and on the successful application of water shortages of Xi’an, which shows a clear theoretical effect. This paper analyzes the secondary salinization and waterlogging government of Jinghuiqu, discusses the "combination of irrigation and drainage", "combination of well and canal" and other application and effectiveness of measures; Analyzes Xi’an water shortage problem in the 1990 s, the "valleys supply wells and two kinds of water are used" strategy and its application effect of water, found that under the guidance of the theory, “combination of irrigation and drainage ", " combination of well and canal " and " valleys supply wells” and other measures have achieved remarkable results. Accordingly illustration, the thought can solve problems on secondary salinization, water logging, water management of irrigations and urban water shortages and other aspects, this theory is the basic water control theory.(4)To explore the overexploitation of groundwater in the north China plain, and hydro-ecological imbalance problem.Pointed that, in general, the north China plain and other areas of groundwater problems is that, don’t realize positive significance of comprehensive diversified resources ideologically, don’t realize the importance of " uniform treat and management of three kinds of water ".Explore the management of groundwater overdraft in North China Plain, points out that the the Theory of “uniform treat and management of three kinds of water” is thought and theory, which is closely linked with the national strategy, from this points out that the the Theory of “uniform treat and management of three kinds of water” can and shall be used as the north China plain water conservancy strategic guiding ideology, and other areas.(5)This paper discusses the Theory of “uniform treat and management of three kinds of water” application in ecologically fragile zone governance. Summarizing the previous governance theory and practice of the Loess Plateau, we found that,water resources is a key determinant of the success of the Loess Plateau management. Therefore, we should use the thought to solve conflict of soil erosion and the shortage of water. By vulnerability analysis of regional water resources characteristics, this paper explores governance thinking in ecologically fragile area of the Loess Plateau, that is an ideological system, taking ecological restoration and production development as targets, taking the Theory of “uniform treat and management of three kinds of water” as the basis, taking rainfall infiltration as a means of. On the basis of theoretical analysis, this paper discusses natural conditions and artificial measures to promote rainfall infiltration cited, proposes the idea of building "sponge farm" in the Loess Plateau.
