At present, our country implements the system that the prefecture-level city administers the county-level city on behalf of another. The system that "the prefecture-level city is in charge of the county-level city" strengthens the cooperation in urban and rural areas, promotes the respects, such as process of integration in urban and rural areas. But with the deepening of market economy, the drawback appears gradually , the prefecture-level city and county-level city fight for interests,the repeated construction of the city is serious; Also it increases the administration level, causes poor efficiency of administration.
