Study On Gradient Passing And Diffusion Theories Based On Circular Economy

This article bases on two aspects. On the one hand it is that the nonconditional model in the economic growth theory which is the international traditional mainstream theory doesn't basically think about the ecology and environment problem. So that is obviously not agree with the reality of economy. On the other hand, with our country's macroeconomic total growth ,there appeared three problems catching our eyes : One is how to deal with relationship between development and environment resource .Another is the gradient passing problem caused of the economy and the technology unbalanced development in the big countries. The third is the sustainable development problem. This article works propping study by putting the regional gradient passing and the diffusion theories into the circular economic theory and combining the core idea of sustainable development which is that the regional exploitation, the use of resource and the reconstruction of nature must be in the environment bearing scope. This article constructs gradient passing regional sustainable economic model which makes Beijing Tianjin and Hebei Province mutually share the regional exploitation costs and makes the industrial structure as the source and at the end works a practical analysis, obeying the economic development disciplines of gradient passing and the circular economic principles which are the pattern of reduction, recycle and resource transformation, and basing on the the comparatively analyzing the three main economic mode.Main improvements and coutributions of this article are as follows:(1) This article discusses gradient passing and diffusion phenomenon which is in the social and economic development progress basing on expanding the traditional gradient theory, and systemically teasing out the studying achievements of the sustainable development. And it innovatively puts forward the regional economic"big recycling"development thought by constructing the gradient theory on the circular economic theory.(2) This article fill in the studying gaps about the industrial gradient grounding on circular economies and about positioning the regional gradient and the circular economic mode in the area of Beijing, Tianjin and Hebei Province. And it construct a interpretative structural modeling basing on the gradient passing in the area of Beijing, Tianjin and Hebei Province The thought which combines the constructive change with economic development to discuss the circular economies of controlling from the sourcehas high analyzing values.(3) Basing on the mission of economics and the meanings of social enlightenment, this article amends the limitation of the nonconditional and traditional economic growth theory. And systemically expounds the reasonable kernel of the modernly scientific approach of development. The kernel is that the essence of the"the space-time coupling"of the sustainable development ideal lies in realizing the harmonies between human and natural ecology , realizing the social harmonies between people and people and realizing a dynamic balanced development ideal which requires the up-to-date development couldn't endanger the offspring's existing and developing.(4) This article analyses and studies the Chinese economy in the stage of accelerated development of the industrialization and the city turning .It is impossible to pick up one from two selections which are environment protection and economic development ,but only to seek the balanced point between the two selections .And the economic development at low cost will come true. Based on that, this article puts forward a thought of framework which combines the policy-guiding mechanism with marketable mechanism which can make good use of environment and resource. That not only contributes to solving the compositive balance problem of envinronment and development at multipattern, but also contributes to coming true the compositive benefit maximization of the construction of sustainable development ability.
