The Study On Regional Industrial Circular Economy Development

Industrial circular economy is the concrete embodiment of circulareconomy in the industrial system, and it is also an effective means to solvethe current resources and environment problems. Denmark, the UnitedStates, Japan and domestic Guigang, Baotou, Lubei and so on have gainedobvious economic and ecological benefits through the establishment ofEcological Industrial Park and the development of recycling economy.Zhuzhou QingShuiTang industrial zone is an old important industrial baseconstructed in the times of “one five” and “two five” where gathered inmetallurgy, chemical industry, building materials and energy as the mainbody of the high energy consumption and high pollution industry. Theenvironment problem is so serious that the development of industrialcircular economy brooks no delay. Since the establishment of Qingshuitangcircular economy industrial park in2005, Qingshuitang industrial zone hasactively developed circular economy, obtained certain achievements, butalso exposed many problems. In order to promote the further development ofcircular economy in Qingshuitang industrial zone, on the basis of theexisting research results, and the objective reality of QingShuiTangindustrial zone, this article constructs an industrial circular economydevelopment evaluation index system which including of resourceconsumption, pollution emission, recycling, and the social economic fourcriterion layers and fifteen indicators, undertaking a comprehensiveevaluation of QingShuiTang’s industrial circular economy developmentfrom2005to2011by using the principal components analysis and entropymethod, and then from the qualitative and quantitative point of view carrieson a thorough analysis of the evaluation results. The results show that since2005, QingShuiTang’s industrial circular economy has been in a rising trend.The pollution control work has made new progress, and the energy conservation and emissions reduction have achieved new results, but theeffect in the adjustment of industrial structure and the use of circulationtechnology is not obvious. In the future, Qingshuitang industrial zone shouldincrease the working strength in eliminating of the backward productioncapacity, optimizing the industrial structure, adjusting the energy structure,improving the utilization ratio of energy, promoting technology research anddeepen the public awareness, etc, should also provide supports in funding,policy support and legal protection to push the development of its circulareconomy.
