Chinese telecommunication industry has gone through three stages including priority development period from 1978 to 1994, competition introduction period from 1994 to 2000 and free competition period after 2000 since China started to carry out the policy of reform and opening to the outside world policy. The telecommunication fee system has also gone through three phases from direct pricing of the government, enterprise pricing approved by the government to upper limit restriction of pricing.However, the government failed to take strict control of telecommunication fee system after 2000 and some serious problems appeared. It is a new theoretical and practical project for the government to make and carry out its telecommunication service fee system. This paper is to discuss some of the topics about this project.Chapter I is introduction, and it is about background, aim and significance of the research, and then the structure of the paper is introduced. Finally it explains four innovative points. Chapter II is a review of regulation theory research. Many foreign scholars have studied natural monopoly of telecommunication industry and other industries for over 100 years. Bain, George Stigler, Laffont and Tirole are some of the most famous foreign scholars in this field. Chinese scholars started to study this much later, and the representative scholars are Wang Junhao, Yu Hui, Xia Dawei, Xiao Xingzhi and Zhang Xinzhu etc.Governments usually adopt economic regulations to control natural monopoly industries, which means governments enact compulsive restrictions in price, production output, entry and exit etc. Pareto standard can often be used to evaluate effect of the regulations from social benefit, production efficiency and trading cost.
