Universal service has always been one of the important part of China's telecommunication regulation, the implementation of it is conducive to narrow the China's information gap between rich and poor, and promote the telecommunication industry and the national economy to develop rapidly and balanced. In the traditional economic system, our country's telecommunication universal service mainly is achieved by the way of internal cross-subsidies in the telecom company; however, with the deepening of telecom reform, the open market has posed a challenge to the traditional implementation way of telecommunication universal service. It is necessary for government to intervene the implementation of universal service and provide policy guidance and legal protection for its development.This thesis starts with the origin and development of telecommunication universal service, describes the concept and principles of it, then it makes a comparative analysis of all kinds of financing ways and compensation mechanism, and studies the significance of universal service from three points of view, which are the consumer,operators and the government. It also analyses the necessity of government to intervene the implementation of universal service. With the development process of the telecommunication universal service, studying the current situation and the existing problems in our country is the focus of this paper. This article has also done a research of the opportunities and challenges, which telecommunication universal service is faced with. In conclusion, the article raises some relevant policy recommendations, which provides a theoretical basis for the government to formulate more rational telecom policy.
