China is doing will go on with the reform in social structure and economicsystem in 21st century. Many cities in China is undergoing change substantiallyand radically and it is urgently needed to use a new administration philosophy andoperation system to advance the development of these cities. This paper firstlysummarizes all the theories related with city development and then do someanalysis on them. Based on these analysis, it suggests several feasible patterns andput forward the basic idea of developing big cities first and then drive the smallcities' development. By fiberating a three-dimension special structure model ofthe quality system for cityship, it analyzes the structure of city administration ofquality system. It also makes a systematical analysis on how to develop jointly forthe cities around river. Basing on the current situation that there are many cases ofnon-cooperation game among the cities located at the sides of the river, it bringsforward a strategy basing on the cooperation game theory for the jointdevelopment of the cities sited at each side of the river. Starting from the facts ofadministrating the city like an enterprise and the transformation of the functions ofthe government, this paper probes into the possibility of running the city as anenterprise in the last three chapter of this paper. The definitions of citymanagement and city competitiveness are extended from the concepts ofenterprise management and enterprise competitiveness. Especially, this paperinterprets the close between the metropolitan areas and enterprise supply chain. Sothis paper advances the concepts of metropolitan areas supply chain and itsmanagement and it then constructs the hierarchy system model of supply chain ofthe metropolitan areas. Finally, it makes a rough theoretical frame for the supplychain management of metropolitan areas.
