Economic Development Strategy And Supporting Systems Of Shangyu Based On The Backgrounds Of Metropolitan Areas

When counties are well governed, the world is at peace. The county-level administrative system is an important form that links the urban and rural areas as well as stabilizes the rural society. The county -level economy is a significant part that links the preceding and the following levels while coordinates the urban-rural development. As a typical style of the administrative economy, after a rapid development stage, the county economy has been faced with more and more development bottlenecks and constraints, especially in Zhejiang, where the system "province governing county" has implemented, the limitations and disadvantages of county economy have become increasingly oblivious. It has become a hot issue that how to accelerate the transformation and realize the new spanning from the county economy to metropolitan economy.This paper takes Shangyu,which repealed county and set up district in 2013 as a study case and applies comprehensively the theoretical research of administrative economy, county economy and metropolitan economy. It analyzes deeply the development of the Yangtze River Delta and Hangzhou-Shanghai metropolitan areas as well as the city planning of Shaoxing, making a study of the possible great influence on Shangyu caused by surrounding metropolitan area economic development and urban construction of Shaoxing. At the same time, this paper combs the history of Shangyu since liberation, compares three districts development of Shaoxing, and applies SWOT to analyze the development of Shangyu. On this basis, it puts forward the strategic positioning, general orientation, and integration direction into the metropolitan areas as well as the supporting systems for the future development of Shangyu.This paper presents that Shangyu,after repealing county and setting up district, must accelerate the integration into the development of metropolitan areas. It proposes the strategic positioning of Shangyu in the coming period will be:Adhering to scientific development concept as a guide, implementing development strategy of innovation driven, deepening the reformation, integration and interaction, optimizing ecological environment, and overall sharing. Integrating into Shaoxing, connecting Hangzhou and Ningbo, cooperating with Shanghai and Wenzhou imitatively, Shangyu will be built into a city of Industry, Innovation, Leisure, Quality and Happiness. In order to guarantee the implementation of the strategy, the paper also proposes to strengthen the construction of seven supporting systems for the economic development of Shangyu, including the hardware supporting systems for platform,the infrastructure, the modern industry, resources and environment,as well as the software supporting systems for qualified personnel in science and technology, social development,administrative service.Besides, the specific measures have also been put forward in this paper.
