| As an important part of sports, competing sports is the most active and charming and charismatic. Through high level of competition, the survival of the fittest and incensement, competing sports is promoting the continuous development of sports undertakings. The development of it and society is closely related. Its development relies on the development of society, and it also plays a role in promoting social development.Since the foundation of new China, especially since reform and opening up, China's competing sports has made remarkable achievements, and its management system is getting better and better. Recalling the development path of competing sports after the foundation of new China, we found that rational and effective resources disposition of competing sports in our country is the guarantee of brilliant achievements in competing sports, and it still plays an important role in contemporary society. However, as the development of times, social progress and the economic and social system transformation, the original resources disposition model of sports has gradually or in part shown that it is not suited to the contemporary social development, and the inherent and deep-rooted defects has become more obvious. Therefore, in order to maintain the sustained, stable and healthy development of China's competing sports career, the resources of it must be effectively allocated.This article firstly did some research on the management of competing sports resources both in abroad and at home, and then according the research, the author finds that the power and the responsibility are not distinct in the process of managent by the use of empirical and normative analysis, dynamic and static analysis. This can promote competing sports for regional development and improve the political, economic and social benefits and the quality of service of competing sports.This article carried out the research of management modal in China. Through the research, we found some questions in the management modal of our competing sports. On the basis of these, this article studied the present allocation situation of competing sport resources in China from the aspects of human resources, phusical resources, financial resources and technical and information resources. The paper let this become the starting point of the research and researched the goals, power factors and influencing factors of optimizing the resources disposition competing of sports, and operating and realized mechanism of it, from the perspective of system theory.Then, this paper closely aimed at the goal of competing sports resources' optimization disposition in China, and constructed a set of scientifical evaluating indicator system, and used the DEA related theory to construct concrete evaluation model from the aspects of synthesis efficiency, the technical efficiency, the scale efficiency, and evaluated the present competing sports resources disposition condition in China. It used the method of DEA- most superior division law to cluster analyze the regions'competing sports resources disposition efficiency, through the analysis, it can reflect the present stage of competing sports resources disposition efficiency variance situation clearly in China. The paper according to the principle of compound DEA to study the various provincial regions' input-output efficiency of competing sports resources in China.Finally, this paper proposed the countermeasure and suggestion to optimize the competing sports resources disposition in China. That were to strengthen the control action that market made to competing sports resources disposition, and conform competing sports resources by conforming the inside resource of competing sports system, conforming the government resources and the market resources and conforming the sports resources and the social resources. optimizing competing sports resources disposition structure by optimizing the structure of main body of disposition and by optimizing the structure of different project and different link of competing sports resources disposition. Speeding up the construction of human resources market for competing sports, improving competing sport's complexes facility condition, sharpening the facility operation ability of sports complexes. Guiding competing sports resources' reasonable flow direction by competition, and establishing and perfecting the related laws and regulations policy for competing sports resources disposition.Main innovation of the paper manifests in the following several aspects:(1) this article focused on this intermediate perspective stratification plane that was the region, used the system theory viewpoint to analyze the mechanism which was the Chinese athletics sports resources deployment optimizing operational mechanism and realizing the process,from aspects goal, environment, power, and so on. It had formed this article's fundamental research frame.(2) unified the development idea and the function of the modern athletics sports, the paper had established athletics sports resources deployment evaluating indicator system, this indicator system comprehensively had reflected athletics sports resources system service switching process systematically, from the personnel three aspect's investments and the education effect, the economic effect and the social effect three aspects. This article also carries on screening using the relevant analysis and the difference analysis to the target, thus causes the evaluating indicator system's design to be more succinct practical.(3) utilized the related theory and the method of DEA, it had established the Chinese athletics sports resources deployment evaluation model, and used the classic DEA model constructed for athletics sports resources deployment efficiency to analyze Chinese various provincial capital areas athletics sports resources' comprehensive efficiency, the technical efficiency and the scale efficiency had carried on the appraisal. It hadcarried on the cluster analysis according to various provincial capital areas' athletics sports resources deployment's efficiency to Chinese various provincial capital areas, put into production the relative efficiency according to the compound DEA basic principle to various provincial capital areas athletics sports resources to carry on the compound DEA analysis.(4) this paper proposed the countermeasure of optimizing the Chinese athletics sports resources deployment according to the empirical analysis result.
