Marxist dialectical materialist ideology of history tells us, society and contributions of it rises in spiral status. Since the birth of public administration subject, efficiency is always one of logic orientations in theory and practice of public administration in processes of political system changes. In the process of build-up a socialistic harmonious society, our local governments have taken enterprise-oriented government, service-oriented government, cooperation-oriented government and etc in multi-orientation reform paths, the tensions of multi-orientation policy objectives are bound to cause diverse characteristics in the intrinsic value of government reform. Currently, the global economic integration, the rapid development of civil society, the demands of market economy organizations and public demand are increasing continuously, competition between governments is being intensifying, and the party in power is facing unprecedented pressure, under which government prior to change the current inefficient political system. The efficiency certainly become the core of multi-mode government, the promotion of government's efficiency can effectively push forward innovations in administrative ideology and restructure of rules, and coordinate and balance the basic diversified-changes' paradox in government. The article explores problems between motivation mechanism and national autonomous regions government efficiency under this background. First purpose is: to clarify motivation mechanism and government efficiency's connotations, which as the "core of management", and to clarify status and role of it during the government efficiency construction. The second purpose is: to deconstruct and reconstruct numbers composition factors of motivation mechanism, and take Ningxia Hui Autonomous Region as an example to study the main factors and government efficiency's relevance. The third purpose is: to make up the imperfection in study of efficiency for national autonomous region government, and probe long-term motivation mechanism in the process of build-up of government's efficiency by means of theoretical summery of Ningxia Hui Autonomous Region's government efficiency at the first time.As a related research, this article is academic achievements on motivation mechanism and government efficiency as theoretical basis, Wallace formulas as technical route, Ningxia Hui Autonomous Region Government's efficiency construction as realistic background, follows logic thinking idea: elementary theory - theory models and research hypotheses - questionnaire design and investigation on spot - hypotheses' testimony - problem rose during verification - enlightenment for reform. You can see in this article: to push forward the theoretical significance and practical value of Government's efficiency construction through exploration of the effectiveness upon motivation mechanism in the course of Ningxia Hui Autonomous Region Government's efficiency construction with two-dimensions demonstration, theoretical deduction and case analysis. The proposed theoretical model and research hypothesis are based on motivation mechanism and government efficiency's empirical research, national autonomous region government theory and efficiency theory have explained this governance path's service and fairness from the level it ought to be, motivation theory has answered why could be better to achieve this service and fairness under the unique ecological environment in national autonomous region from the real level. According to this viewpoint, the article restructures four types of motivation mechanism, target assessment, career development, administrative accountability and psychological contract, make up the overall structure model and four sub-models of motivation mechanism and national autonomous region government efficiency, as well as the 48 corresponding research hypotheses; At the stage of Investigation the author mainly conducts questionnaire survey and qualitative data collection for three-levels of Ningxia Hui Autonomous Region, including district ,city and county, by means of 372 valid questionnaires with small samples prediction and formal investigation, qualitative data include three kinds of information, such as policy text, and interview with staffs. At the stage of structural model and research hypothesis verification, reliability and validity analysis are to illustrate the reliability of questionnaire, factoranalysis, principal component analysis a x~2 analysis are to test positive or negative correlation between four types of motivation mechanisms and government efficiency, motivation mechanisms' actual operation verify whether the correlation is conspicuous from a qualitative point of view; The problems raised from result of research are also existing obstacles in four main motivation mechanisms of Ningxia Hui Autonomous Region Government efficiency construction, meanwhile the author reflect actual plights of motivation mechanism running from theoretical analysis, empirical data and interviews.Through the questionnaire data statistics and empirical data analysis, the author concludes that: at present, although target evaluation and administrative accountability play important roles in the Ningxia Hui Autonomous Region Government efficiency construction, the real effective mechanism is career development motivation, which plays a leading role. The promotion and education training are two most effective measures for career development. Under the administrative ecological environment changes and impacts, both government organizations and administrative staff's behavior concept and value orientation have been demonstrated gradually, the psychological contract motivation has been recognized and accepted gradually, all of these has become an important motivation mechanism. In order to achieve long-term actual effects of efficiency construction, government should transform from system motivation to psychological contract, further to develop the internal effects of psychological contract scientifically and rationally, while targetevaluation and administrative accountability justly as temporarytransition.
