In order for an organization to function efficiently,it is necessary to properly use its resources.Human resources are among the most efficient,but they need a special approach.In public administration,motivation is a much more complex and controversial process.This is due to the specifics of the work of civil servants,so their initial goals are different from those working in commercial industries.Civil servants are,above all,people who govern others.Their services cannot be waived,since you can refuse the services of any commercial organization.This research paper studies the main theoretical approaches to the definition of the concept of motivation;Analyzed the foreign experience of stimulating public civil servants;The existing system of motivation of civil servants in the Kyrgyz Republic has been studied.A questionnaire was compiled and a survey of government employees(100 people)was conducted,and an in-depth interview was conducted with three government officials.Analyzed and obtained survey results.Based on the results and analysis,I developed the following recommendations:That is,it is necessary to review the remuneration system of civil servants and raise it to a level comparable to the level in private companies / international organizations,and then develop and implement a system of differentiated salaries for civil servants(depending on size,complexity and quality).and the importance of the work done).In order to attract and retain young people in the public service,it is necessary to develop and introduce a system of additional benefits.Since the coexisting system of benefits in government does not meet the needs of a public servant.Analyze and optimize the entire public administration system in the country,analyze and optimize the existing functions assigned to each position,each department and each state body.To work to reduce the personnel ballast in government bodies on the basis of its optimization.Develop quantitative and qualitative criteria for effective and successful work for each position,each department and each government agency.To begin work on improving the system for evaluating the activities of each public servant and to pay special attention to the working conditions in a state body.Thus,I believe that the proposals I have proposed can help improve the motivation of civil servants in Kyrgyzstan,and this,in turn,will lead to an increase in the efficiency of the public service of Kyrgyzstan.
