| The improvement of the health level of women and children is the premise and foundation of the continuous development of human society.At present,the supply of medical care services for women and children in China cannot meet the increasing demand of medical care services for women and children.County-level maternal and child health care hospitals,as the key institutions for ensuring basic maternal and child health work and strengthening the grass-roots level,must strengthen the meticulous management of hospitals in order to better fulfill the various challenges faced by maternal and child health services,it will continuously improve the quality of medical care and the level of medical technology to protect the health of women and children.It is very important to explore a set of hospital-oriented strategies and preserving the public welfare of the hospital,a scientific and reasonable performance evaluation system for county-level maternal and child health care hospitals to strengthen refined management and achieve the strategic goal.This paper takes M county maternal and child health care hospital as the research object,on the basis of in-depth investigation and research on the current performance appraisal work of the hospital,summarizes the problems existing in the performance appraisal of the hospital,and carefully comb and analyze the causes of these problems.After a lot of literature reading and research,the author selects the balanced scorecard(BSC)and the key performance indicator(KPI)which are suitable for the current development stage of M county maternal and child health care hospital to optimize its performance appraisal system.Combining the characteristics of combining county-level maternal and child health hospitals with the combination of health care and clinical,public welfare and operation,guided by the overall strategic goals of the hospital,a set of balanced scorecard(BSC)as a framework,with key performance indicators(KPI)is the "BSC+KPI"in-hospital performance evaluation indicator system.The system consists of three levels:the first level is the target layer,there are 5 indicators,the second level is the criterion layer,there are 13 indicators,the third level is the scheme layer,there are 28 indicators.The indicators’ weight is determined in stages by AHP.According to the direction of "hospital→department→staff",the performance evaluation index is carried out layer by layer,so that the strategic goal of the hospital can be achieved by the performance appraisal.The improved performance evaluation system is the decomposition of the overall strategic goal of the hospital.Through the performance appraisal,the department and staff can continuously improve their performance,and finally promote the implementation and implementation of the hospital strategy.At the same time,the performance appraisal system designed by "BSC+KPI"makes the appraisal index not only relevant,but also stress the key points of the appraisal,not only attach importance to the short-term goal,but also attach importance to the long-term goal,and have strong operability.Finally,after the implementation of the optimized performance appraisal system,the medical quality and operational efficiency of the hospital have been improved,the patient satisfaction has increased from 92.1%to 93.2%,and the average length of stay has decreased from 5.9 days to 5.56 days. |
