As the reserches on Intelligent Transportation Systems (ITS) theories and technologies more and more thorough and mature all over the world, practical applications soon turned to be the hottest topic of Advanced Transportation Management Systems (ATMS) have research and subsequently the construction of various systems. Advanced Transportation Management Systems (ATMS) is the core part of Intelligent Transportation Systems (ITS), whch control and process the information through advanced sensor techniques, telecom techniques, electronic techniques, and data analysis, fusion, process, mining, etc, and which can improve road transportation efficiency and effectiveness. Informationization of transportation data is the important characteristic of ITS, while common information platform is the central part of transportation information systems, which is the operation platform for transportation manager and controller. And the participants of transportation can share and utilize the information in a large scale and scope. In China, ITS have also got many satisfactory successes and have done great contribution to effectively resolving traffic problems. In 2001, ten ITS demonstration cities authorized by Science and Technology Ministry of China were ready to construct Integrated Traffic Information Platform (ITIP) in coincidence. Among them, ITIPs in Guangzhou, Tianjin, Beijing and Jinan have been listed as ITS experimental demonstration projects during the tenth five years plan. ITIP is a concept of the integration of ATIS, ATMS and DRGS, its main functions include collecting various traffic information then processing information with dada fusion and disseminate assistant decision-making information, ITIP will do convenience to help traveler and traffic manager, thus come to the aim of release traffic congestion, lower accidents rates and improve transportation efficiency. During the process of construction of the transportation information system in China, experts found that China presents a lot of differencies in the circumstance from many foreign countries so that the idea of establish the common information platform based on ATMS comes into being, whch soon heat up to date. Since there is no existent mature theory or method to refer to due to the perrinence to the Chinese administration characteristic of the novel concept of the platform, many remain to be studied including the system architecture, critical technologies, system design and actualization, etc. A research of the theory and method of common information platform on system architecture, critical technologies, and system actualization can be discussed in this dissertation. The main research contents and conclusions are following: 1. According to the information features of common information platform based on ATMS, the dissertation demonstrates why we design the system architecture with Structured Methods. The dissertation designs the system architecture in several aspects: user body, service body, user service, system function, logical framework, and physicl framework. 2. Design the architecture of the common information platform, which can make the traffic information shared and be fit for the situation of china. The building of framework plays a very important role in the development, application and research of the common information platform. 3.Make researches on the significance and advancement of information system in the common information platform. After analyzing the functions of the traffic information system, we divide the traffic information into data flow process, physical framework and logical framework according to the data flow of the mainline. All of these works lay foundation for the analyses and studies of the information organization and cooperation in the information system and will helpto realize the share of traffic information. 4. This dissertation demonstrates how to establish the common information platform based on ATMS systematically and some critical technologies, including database management techniques and data warehouse techniques; data process techniques of common information platform; GIS-T of common information platform; network telecommunication techniques of common information platform; and information distribution techniques. 5. During the research critical techniques, this dissertation pays more attention on distributed database model for common information platform; and compares the differencites of kinds of data fusion techniques; for data mining technique, this dissertation advocates the definition of data mining application sub-platform for common information platform based on ATMS, which is of extensible and reuseable. And most import thing is that the data mining application platform adopts middleware-based techniques. 6. This dissertation also improves the interlink among cities. The most important part is the construction of the information communication. The structure of communication system is designed in accordance with the requirements. We discuss the characteristics and theories of wireless and wire technologies in detail and compare the advantages and disadvantages of different communication technologies. The dissertation gives some methods of the applications of communication technologies in the common information platform, which provides reference for the communication technology utilized in the common information platform. The security of the data transited by the common information platform has effect on the normal operation of the platform. So several network security technologies are considered and studied. 7. In the charper 8, architecture of the common information platform can be designed and actualized.
