It is well known that traffic problems, such as heavy traffic congestion, frequent traffic accidents and related energy and environment crisis, are common problems of transportation industries of all over the world. Without exception, whether developed countries or developing countries are all bothered by traffic problems at different degrees in recent years. Therefore, traffic congestion, traffic accident and environment pollution have been public harms which are the most difficult to eliminate. It is predicted that in America, by the end of 2005 year the delay due to traffic congestion will exceed 11 billion?vehicle?hours, and by the end of 2020 year the economic loss caused by traffic problems will exceed 150 billion dollars every year. It is reckoned that the economic loss brought on by traffic congestion in Tokyo is proximately 12,300 billion yen every year. In china, along with the rapid development of economy and the quick step of urbanization, traffic congestion has become a comprehensive problem which is influencing urban sustainable development. As the main development direction of surface transportation science and technology in 21st century, Intelligent Transportation Systems (ITS) can exert the biggest potential from traffic infrastructure, enhance level of services, and help the community utilize traffic facilities and energy efficiently. It is proved at all over the world that ITS is the most efficient measure to solve urban traffic problems. As the core of ITS, information is the foundation on which ITS realizes all kinds of system functions. Most of importance, the essence of ITS is the share and comprehensive utilization of traffic information. However, during the construction of ITS, the following questions exist: (1) "Information scattering, lack of uniform management": ITS subsystems are implemented and managed by different traffic departments separately, which is designed and realized in the relatively independent work condition, so that there are no uniform data management systems. (2) "Information isolated island": Owing to ITS subsystems not compatible, data is difficult to be in share, or cannot be shared. Lack of uniform technique standard and criterion between ITS subsystems, there comes into being many "information isolated island". (3) The phenomenon of "data rich, but knowledge spare": ITS subsystems accumulate a large number of traffic data. However, these data haven't be exploited and utilized sufficiently, and there is a lack of data processing and analyzing techniques. Thus rich resources accumulated are wasted. In China, it has become common understanding of traffic engineers and experts that urban Integrated Traffic Information Platform (UITIP) is built based on uniform plan, which is systemic, high performance, high reliability and serving for ITS subsystems, to sufficiently realize information sharing and comprehensive data utilizing, provide information service and assistant decision support for all users. How to manage a great deal of traffic data and geographic information efficiently in UITIP, and then deal with and comprehensively analyze these data and information, is the critical content of UITIP to provide effective, scientific, high-quality information for UITIP users and realize optimized deployment and sufficient utilization of traffic resources. Based on the analysis and design of systemic architecture of urban Integrated Traffic Information Platform, this thesis study data processing techniques of UITIP, which is good theoretical reference and practical guidance for the construction of urban Integrated Traffic Information Platform in our country. The thesis mainly consists of five parts,which focuses on study of data processing techniques of urban Integrated Traffic Information Platform. The architecture relationship between each part is as figure 1.(1) Design of systemic architecture of urban Integrated Traffic Information Platform: This paper will confirm UITIP users and analyze information demands of various UITIP users; based on the existing conditions of construction of ITS in China, analyze construction object and function demand of UITIP, and construct logical architecture and whole architecture of UITIP; at the same time, analyze the key implement techniques, data processing techniques of UITIP; finally, discuss the application of Geographic Information System(GIS) in UITIP. This part is the base of the whole paper, which provides technical route for the study on this thesis. (2) Study on information organization of urban Integrated Traffic Information Platform: The thesis will analyze the information demand characteristics of urban Integrated Traffic Information Platform, determine the contents of platform information, and then classify the information in various aspects, analyze information characteristics, design data structure of information.
