The current Eco-Industrial Park gets quick development. In order to promote the development of Eco-Industrial Park, the ecological theories - the keystone-species, food chain and food web, niche, ecosystem diversity, law of tolerance etc. are applied to Eco-Industrial Park. The author further puts forward the opinions of how to build industrial symbiosis, build Eco-Industrial Linkage, raise competitiveness, stability and planning rationally in the Eco-Industrial Park. These are basic methods for the development of Eco-Industrial Park.The status of End-of-the-pipe controls and Eco-Industry of the Power Plant in China are analyzed. The possessed elements of Power Plant to build Eco-Industrial Park are analyzed. The patterns of Power Plant Eco-Industrial Park are put forward. It is anchored by the old Power Plant or the new Power Plant, to build aluminium-power Eco-Industrial Park, coal-power-gas Eco-Industrial Park, forest-power Eco-Industrial Park, petrochemistry-power Eco-Industrial Park and anchored by syngas park Eco-Industrial Park etc.The theory and technique of the eco-planning for Power Plant Eco-Industrial Park are put forward. Analyzing the input and output of the members and consulting references for technical feasibility, Shentou Power Plant is considered as the keystone-species enterprise, as anchor tenant in Shuozhou Power Plant Eco-Industrial Park. The key feature of Shuozhou Power Plant Eco-Industrial Park is to use efficiently resources and energy with high and new technology. Material and energy exchange within a network of companies and manipulate facilities, including the Power Plant, carbon limited plant, aluminium enterprise, cement enterprise, eco-agriculture and its process enterprise. High and new technological enterprises are developed, so the region from a traditional pattern is transformed to an eco-industrial one. The focal point of eco-planning of landscape of Shuozhou Power Plant Eco-Industrial Park is rationaldistribution of enterprises, trees plantation in and around the region, eco-restoration of mining area. And the planning of eco-management is brought forward.The comprehensive evaluation index systems for Power Plant Eco-Industrial Park on the basis of the theory sustainable development are put forward; Then, by using Analytical Hierarchy Process, the weights of the indices are confirmed; Moreover, the fuzzy comprehensive evaluating model for Power Plant Eco-Industrial Park is set up, it makes sure the programs and methods of the comprehensive index systems evaluation for Power Plant Eco-Industrial Park; Finally, the model is proved practical by a case - Shuozhou Power Plant Eco-Industrial Park. This thesis does valuably explore on creating index systems, confirming the weights of indexes and establishing the fuzzy comprehensive evaluating model for Power Plant Eco-Industrial Park.The system dynamics model for Power Plant Eco-Industrial Park has been built. The adjustment parameters such as procreate index, investment ratio of industry, science and technology factor and resource recycling rate etc. are confirmed. As a case of Shuozhou Power Plant Eco-Industrial Park, nine future development patterns are designed and run on the model. The simulated results indicate that the seventh pattern and the eighth pattern among them are the best projects comparatively.This thesis deals with the application of emergy analysis of Power Plant Eco-Industrial Park, new emergy indices considering both of the material circulation utilization and energy cascade utilization in Power Plant Eco-Industrial Park are presented. The common contribution of members in Power Plant Eco-Industrial Park will be accounted for emergy yield ratio (PEYR) andemergy investment ratio (PEIR), namely PEYR= and PEIR= . Saved renewable and nonrenewable resources andpurchased resources and decreased environmental load will be accounted for environmental loading ratio (PELR) and index of sustainability (PESI), namely PELR = andPESI=PEYR/PELR.
