Study On The Ecological Compensation Mechanism In Gansu

Human beings never stop dreaming comfortable life and well-being. However, as the scale of city is speedily extended and the traditional Industrialization and Urbanization have deeply consumed ecology, the quality of global ecology resource decreased and the resource of Urbanization ability is insufficient. Ecology is treated as scarcity and cannot be used through former pattern. Accordingly, human production and the use of ecology must be innovated. Payments for environmental services are an important way that can realize regional sustainable development and coordinated development in different region. Payment for environmental services is a new kind of environmental management system. Recently, in Chinese ecology and environment protection, it becomes a big issue which should be researched and solved. Establishing an effective and reasonable Ecological compensation mechanism is realized as a hot issue that our community is concerned with. As we known one of the characteristics of Ecological compensation issue is space scale. Presently, the research of Ecological compensation focuses on nation and region level. However, the research of Ecological compensation in one province is still during the exploratory stage. As an underdeveloped province, this essay tries to research the operation of Ecological compensation mechanism in Gansu from the province view and important field in the practice model and discuss the way to achieve the Ecological compensation in Gansu.Reviewed the function and value of ecosystem services, public goods theory and externality theory, this essay points out that it is important for construction and practice of the ecological compensation mechanism, indicating that it is positive for the ecological value in the social and economic development. Gansu province lies in the intersection of the loess, Mengxin and Qinghai-Tibet plateau, which is only one province located among eastern monsoon region, west arid and qinghai-tibet plateau region in China. There is a conflict between environmental protection and economic development in Gansu province with poor natural conditions, which the development of ecological compensation is still in the initial stage. So in this context, we research ecological compensation mechanism of Gansu by analyzing and summarizing related by international ecological compensation mechanism and practice models, and state the view about establishing standard system for ecological compensation in Gansu.Based on international ecological compensation theory and ecosystem service value theory, combined with regional economics, ecological economics, environmental economics, ecology, sociology and institutional economics, we comprehensive summarize and analyze the evolution and operation of ecological compensation mechanism in China. Fully based on the fragile ecological environment in Gansu, we summarize the mode of ecological compensation from nature reserve, water environment, exploitation of mineral resources, and serious ecological engineering building. We also analyze and evaluate the key questions of the standard, scope and implementation of ecological compensation, in order to provide the basis and target for ecological compensation mechanism in Gansu. We build the ecological compensation mechanism from establishing of the overall strategy, improving the legal system, innovating fiscal policies and carrying out the management measures. Finally it provides decision-making reference for realizing harmonious development among the nature, economic and social in Gansu province.
