Research On Ecological Compensation Value Of Wetland Based On Environmental Replacing Cost Method

Wetlands are one of the three major ecosystems in the world.Its ecological value lies at the top of other ecosystem and is called "the kidney of the earth." However,over the past few decades,China has experienced rapid,sustained,and extensive development.At the same time,economic growth has made the ecological environment a short board for national development.The concept of cooperation in environmental and economic development is deeply rooted in people's hearts.The 19 th Party Congress once again emphasized the reform of the ecological civilization system,strengthened ecological protection,and established market-based and diversified ecological compensation mechanisms.Ecological compensation is widely used worldwide as an environmental economic means for coordinating the harmonious development of people and nature.However,due to the special nature of the ecological environment,there is not yet a general method that has a wide range of application and few restrictions and needs to be solved urgently.From the perspective of accounting,this paper uses the environmental replacement cost method to collect the costs of wetland ecological environment protection and construction,and combines the natural standards of wetland ecosystem service functions to establish a three-tier cost measurement model for wetland ecological compensation value measurement.This paper selects the Gansu Bohai wetland as the research object of this paper,which has significant ecological problems and is representative and rare internationally important wetland in China and even in the world.We conducted a study on the ecological compensation value of wetlands and calculated that the amount of ecological compensation that should be obtained in the area was RMB 235.497 billion.We then implemented the application of the ecological compensation system for the Bohai wetland in Gansu Province in order to promote the research on the measurement of wetland ecological compensation value in order to strengthen the Bohai Sea.Wetland ecological environment protection and construction provide financial support.This paper focuses on solving the ecological compensation value measurement of Gansu Bohai wetland,and then verifying the feasibility of environmental replacement cost method in ecological compensation value measurement,with a view to provide reference for wetland ecological compensation value measurement method.
