Research On The Impact Of Science And Technology Policy On The Transformation Efficiency Of Scientific And Technological Achievements

At the same time,it is pointed out that China must take the path of independent innovation,promote technological self-reliance and self-improvement,seize every moment to break through the "bottleneck" problem,and strive to grasp key core technologies and equipment manufacturing industry in our own hands.In recent years,the regional innovation capacity of Liaoning Province has been continuously improving,but problems such as insufficient supply of core technologies and the transformation of scientific and technological achievements still constrain Liaoning’s development.The study of science and technology policies and the efficiency of scientific and technological achievements transformation in Liaoning Province can provide scientific basis for the Liaoning Provincial Government to formulate science and technology policies and improve the efficiency of scientific and technological achievements transformation,which has certain theoretical and practical significance.This article takes the science and technology policies of Liaoning Province as a sample,divides them into three dimensions: strength,objectives,and measures,establishes a research model,conducts regression analysis,and explores the impact of science and technology policies on the efficiency of scientific and technological achievements transformation.Firstly,this article elaborates on the background and significance of the topic and the technical roadmap.Secondly,it reviews relevant literature and elaborates on the theoretical basis.Thirdly,it describes the sample sources of science and technology policies,the quantitative methods of science and technology policies,and the calculation methods of the efficiency of science and technology achievements transformation.Furthermore,it proposes research hypotheses and constructs a research model for the relationship between science and technology policies and the efficiency of science and technology achievements transformation.Finally,this article conducts descriptive statistical analysis and regression analysis,further draw conclusions,propose policy recommendations,and summarize the shortcomings of this article.The following conclusions can be drawn from this article: firstly,the formulation of science and technology policies in Liaoning Province is relatively abstract,lacking policies with strong constraints and operability,and there is also insufficient inter departmental coordination.Secondly,from the perspective of science and technology policies,science and technology policies can have a certain promoting effect on the efficiency of scientific and technological achievements transformation,and improve the efficiency of scientific and technological achievements transformation through three aspects: the strength of science and technology policies,goals of science and technology policies,and measures of science and technology policies.Specifically,if we want to promote the efficiency of the transformation of scientific and technological achievements in Liaoning Province by increasing the strength of science and technology policies,the Liaoning Provincial Government should pay attention to the legal effectiveness of science and technology policies when issuing them.Higher level governments should pay attention to the quality and quantity of science and technology policy issuance,strengthen departmental linkage,and focus on policy implementation.Among the scientific and technological policy goals,the goal of transforming scientific and technological achievements has the greatest impact on improving the efficiency of scientific and technological achievements,followed by the goal of intellectual property protection,the goal of innovation,and the goal of technology introduction,digestion and absorption.Among scientific and technological policy measures,other economic measures have the greatest impact on improving the efficiency of scientific and technological achievements transformation.The other measures have the following effects in descending order: personnel measures,financial and tax measures,and administrative measures.
