| Operational risk management plays an important role in the risk management system of banks,and is the key and difficult point of bank risk management.This article explores the operational risk management issues of CX rural credit cooperatives’ grassroots branches and proposes improvement suggestions,which have direct reference significance for improving their operational risk management capabilities.It also has indirect promotion value for improving the operational risk management capabilities of other rural credit cooperatives’ grassroots branches.This article analyzes the operational risk management issues of CX rural credit cooperatives’ grassroots branches,focusing on exploring the current situation and evaluation of operational risk management in CX rural credit cooperatives’ grassroots branches,the problems and reasons for operational risk management in grassroots branches,and the strategies for operational risk management in grassroots branches.The research uses methods such as literature analysis,case analysis,comparative analysis,and questionnaire survey.The main conclusions of the study: First,this thesis uses the classification of operational Risk factor of banking financial institutions in the New Basel Capital Accord to identify operational Risk factor of grass-roots outlets of CX rural credit cooperatives from four dimensions: personnel risk,process risk,Systemic risk and external risk.Secondly,the Analytic Hierarchy Process(AHP)and Fuzzy Comprehensive Analysis(FCA)were used to construct and scientifically evaluate the operational risk assessment system for CX rural credit cooperative grassroots branches.The results showed that the current operational risk management level of CX rural credit cooperative grassroots branches is average.Once again,the operational risk management issues of CX rural credit cooperatives’ grassroots branches mainly include: the repeated violations and illegal operations by grassroots branch operators,the lax execution of grassroots branch business operation processes,insufficient stability of grassroots branch systems,increased operational risks,and the lack of external risk response capabilities in grassroots branches;The main reasons for the operational risk management problems of CX rural credit cooperatives’ grassroots branches include insufficient punishment,difficulty in guiding grassroots branch operators to comply with laws and regulations,incomplete supervision system in the execution of business operation processes,insufficient design and maintenance capabilities of grassroots branch business operation systems,and a lack of awareness and pressure to proactively respond to external risks.Based on the current operational risk management status and capability of CX rural credit Cooperative’s grass-roots outlets,this paper puts forward risk management countermeasures and other strategies according to the existing main risk management problems: strengthening the management of operators,optimizing the supervision system to improve the operation process,strengthening the system design and maintenance capacity building,and improving the external risk prevention and control system. |
