In recent years,the development of inclusive finance in China has gradually become an important force for the progress of the socialist market economy.The country has continuously introduced policy guidance and policy dividends in vigorously developing inclusive finance.In addition,the demand for funds from small and micro enterprises is constantly increasing which causes the growth rate and proportion of loans from banks to small and micro enterprises to be constantly increasing.Competition among various financial institutions is also becoming increasingly fierce.And the phenomenon of“non-performing loans becoming increasingly high” has also emerged.The loan business is one of the core businesses of financial institutions and an important component of bank revenue.Excessive non-performing loans will inevitably affect the normal development of banking institutions,especially in the data of urban commercial banks.Many types of small and micro enterprises have complex business situations,weak risk resistance and guarantee capabilities,and relatively difficult risk control.Therefore,banks’ small and micro-loan business has a certain degree of risk.Only by conducting effective risk assessments on small and micro enterprises and meeting the standards before allowing them to lend can the probability of non-performing loans for small and micro enterprises be reduced,and the possibility of credit risks for banks be reduced.Based on the above background,this article analyzes the credit risk evaluation system of R Bank’s small and micro enterprises,identifies existing problems,and improves the current evaluation system.Firstly,based on the latest research results at home and abroad and relevant credit risk theories,this paper analyzes the detailed characteristics of R Bank’s small and micro-enterprise loan business from multiple dimensions.Based on this,it points out the status and shortcomings of R Bank’s credit risk evaluation system for small and micro enterprises,mainly including overly cumbersome credit approval processes for small and micro businesses,incomplete design of credit risk evaluation indicators,and the unreasonable weight ratio of credit risk evaluation indicators,the excessive design of risk assessment levels and incomplete pre-loan due diligence and post-loan management mechanisms.To solve these current problems,this paper determines the weight of each evaluation index and optimizes the evaluation index by carrying out consistency tests.Then it uses the Delphi method and the analytic hierarchy process to build a credit risk evaluation model for small and micro enterprises and selects 70 small and micro enterprises that have been granted credit by the R Bank as research samples to test the scientificity and reliability of the new model.The results indicate that the accuracy of the evaluation results of the new model is much higher than that of the old model system,indicating that the new model considers more comprehensive credit risk factors and can objectively and accurately reflect the credit risk level of small and micro enterprises,which is more scientific and reliable.At the same time,suggestions for improving the problems in the pre-loan,loan and post-loan process management in the evaluation system are proposed from the aspects of adjusting the credit risk organization,optimizing the pre-loan due diligence mechanism,reshaping the approval process of credit business,and increasing the risk management of post-loan,enhancing the R Bank’s ability to effectively identify credit risks for small and micro enterprises.This is of great significance for improving the quality of the R Bank’s small and micro-enterprise credit assets and promoting the high-quality development of the R Bank’s small and micro-enterprise credit business.
