Currently,China is facing various challenges,including an aging population,low birth rates,economic transformation,and insufficient fiscal subsidies,which have led to a decline in the collection of pension insurance premiums for workers and limited room for lowering premiums.As important components of the social security system,the medical and pension insurance system can alleviate the burden on the pension insurance fund by promoting social and economic development,improving the social security system,and improving residents’ childbirth concepts through the synergistic development of the two systems.Therefore,it is urgent to support the lowering of employee pension insurance premiums,alleviate enterprise funding pressures,promote the synergistic development of pension insurance and medical insurance systems,and form a multi-level social security system.This study uses the China Family Panel Studies(CFPS)database,China Statistical Yearbook and China Pension Development Report to form panel data from2010 to 2018.Utilizing threshold regression to assess the optimal value of the factors influencing the extent of contributions made to the employee pension scheme,including economic growth rate,fertility intention,and the proportion of fiscal subsidies for the employee pension insurance.The results reveal the representative impact factors on the space of contributions made to the employee pension insurance,while the synergistic development of the pension and medical insurance system is taken into consideration.By constructing an actuarial model,this study predicts whether there has been an improvement in the premium payment space for pension insurance when the optimal values of influencing factors are taken into account.The results show that when the medical and pension insurance systems are coordinated,the optimal economic growth rate is 6.5%,and the optimal fertility intention is 1.65.At this time,the imbalance of the pension insurance fund for employees is significantly improved,but there is still no room for lowering premiums.When the optimal financial subsidy proportion for the18.27% participation rate in the employee pension insurance is considered,the optimal contribution rate for employee pension insurance is 12%,which indicates a 4%reduction in the current contribution rate.Furthermore,after considering relevant policy regulations,there is a 4%-7% reduction space in contribution rate under the policy of delayed retirement and a 7% reduction space under the policy of State-owned enterprise(SOE)post-tax 10% net profit transfer system.Finally,this study further explores the spill-over effect of employee pension insurance on the pension insurance of urban and rural residents through synergistic development of the medical care and pension insurance system.It is thus proven that there is potential for reducing the contribution rate of employee pension insurance,which is beneficial to the development of pension insurance for urban and rural residents.Based on this,the paper proposes suggestions such as synergistic and efficient development of the medical care and pension insurance system,precise expansion of the funding channels for pension insurance funds,rational adjustment of the contribution rate for employee pension insurance,and coordinated development of pension insurance system to provide ideas for building a multi-level social security system.
