Seed industry is a basic industry,is the foundation stone of agricultural development,determines the output of agricultural products,so in the basic position in agriculture.As an important food product in China,rice plays an important role in solving food problems in China.As a major province of rice seed development,Hunan’s seed industry has played an active role in promoting rural development and improving farmers’ income.And at present has basically formed a complete rice seed industry chain.Although the current development situation of Hunan seed industry is good,but we should see that there are still many problems.This study analyzes the development of Hunan rice seed industry from the perspective of industrial chain,in order to provide reference for promoting the development of Hunan rice seed industry.Through to rice in Hunan province market scale,rice seed industry development present situation,based on the analysis of the breeding,scientific research,production and processing and sale of three aspects analyzes the current problems of rice seed industry development in Hunan province,is a in variety breeding,and the main performance as the main body in the breeding technology content is not high,the scientific research investment is insufficient;Second,in the process of seed production,mainly manifested as weak foundation of rice production base,restricting its industrialization development,low level of seed production technology,lax supervision of seed quality,rice seed production and processing lags behind;The third is in the seed management link,mainly for the poor brand awareness of seeds,poor after-sales service level,poor quality of sales staff,small store size,fake seeds are full of seed market.Based on the theory of industry chain,the factors affecting the development of rice seed industry in Hunan province were analyzed from internal and external aspects.Based on the above analysis,this study puts forward development suggestions along the development road of industrial chain.First,increase investment in scientific research,attach importance to intellectual property rights and improve breeding level.Specifically,we should increase investment in scientific research,strengthen human resources development and raise awareness of intellectual property rights protection.Secondly,strengthen seed production base construction,optimize production mode,improve production and processing capacity.It is necessary to strengthen the infrastructure construction of seed production base,improve the production mode,and strengthen the research and development of rice seed processing machinery.Finally,pay attention to the needs of farmers,optimize the marketing system,increase the promotion of agricultural technology.We should pay attention to the actual needs of farmers,optimize the traditional marketing system,explore a new marketing model,and pay attention to agricultural technology extension service.Aiming at the optimization suggestions of the rice industry chain in Hunan province,it is expected to promote the development of the rice seed industry chain in Hunan province through these measures.
