Study On Agricultural Extension In Shaanxi-Gansu-Ningxia Border Region

In the early days of the establishment of the Shaanxi-Gansu-Ningxia Border Region Government,the border region had a harsh environment,backward productivity,and low farming standards,and some areas still adopted the production mode of clearing land and abandoning land and extensive operation,which greatly hindered the rural development and economic construction of the border region.The continuous aggression of the Japanese army and the suppression and blockade of the Kuomintang’s anti-communist policies further plunged the Shaanxi-Gansu-Ningxia Border Region into a predicament of survival with no food to eat and no clothing to wear.In order to greatly increase agricultural productivity and promote the development of the agricultural economy in the border region,the government of the border region has actively carried out various agricultural extension work,applied agricultural science and technology to the practice of agricultural production,increased the output of grain and other industrial raw materials,and developed agriculture in the border region,thus providing a solid material foundation for meeting the needs of military and civilian living and winning the war.In terms of agricultural extension institutions,the administrative organs for promoting agricultural extension in the Shaanxi-Gansu-Ningxia Border Region include the Construction Department and the Production Committee.The former one formulates extension policies and leads governments at all levels to go deep into rural areas to carry out agricultural extension,and the Production Committee guides the daily production activities of Party and government organs and promotes planting experience to the masses through demonstration planting.The scientific research institutions under the leadership of the border district government integrate scientific research,education and extension work,and in addition to conducting scientific research,they are also committed to cultivating agricultural technical personnel and popularizing agricultural scientific research achievements.The peasant associations,composed of farmers,and the natural science research associations,composed of intellectuals,play a complementary role in agricultural extension as social organizations.The main participants in agricultural extension mainly include cadres,agricultural science and technology experts and farmers,cadres are not only the propagandists and organizers of agricultural extension policies,but also technical guides,agricultural science and technology experts play their strengths to provide technical support for extension,and farmers are both passive recipients and active participants of agricultural technology.In the specific process of agricultural extension,the government of the border region mainly uses several methods such as written publicity,agricultural exhibitions and farmers’ education to promote agricultural knowledge and technology to the masses.Generally speaking,the agricultural extension work in the ShaanxiGansu-Ningxia Border Area has made important contributions to increasing grain production,promoting economic development,enhancing people’s cultural quality,and improving social atmosphere,and also provides enlightenment for modern agricultural promotion.Systematic study of agricultural extension work in Shaanxi-Gansu-Ningxia Border Area,on the one hand,can glimpse the positive measures and corresponding results of agricultural extension work led by the government of Shaanxi-Gansu-Ningxia Border Region in all aspects,and at the same time,it can supplement the research on agricultural history and scientific and technological history in Shaanxi-Gansu-Ningxia Border Area,in order to provide certain reference for the development of agricultural extension work in the new period.
