| In the post-pandemic,the level of people’s demand for health has been continuously increasing and showing a diversified trend.Faced with the already large-scale and fiercely competitive international health industry,China has elevated Healthy China to a national strategy and introduced a large number of favorable policies.With policy support,the total output value of the health industry in 2020 has reached 8 trillion.However,it still faces many challenges in achieving high-quality development.Currently,the overall development of the health industry is extensive,with fewer high-tech products and high value-added products.The problem of homogenization is serious,and the overall technological innovation ability of the health industry is insufficient.At the same time,Health industry involves human health,with strong positive externality and high risks.Relying solely on the market cannot achieve optimal allocation of resources.Therefore,it is particularly important for the government to carry out macroeconomic regulation and intervention.Most of the research focuses on the scientific connotation and development path of the health industry,and agree that policies play an important supporting role in industrial development.However,there is currently a lack of research based on a micro perspective to discuss the substantive impact of industrial policies on Enterprises innovation performance.Therefore,this article explores the characteristics of China’s health industrial policies and their impact on enterprises innovation performance through quantitative research.Firstly,regarding the health industrial policies,this article uses computer technology to crawl and construct a policy corpus.It systematically sorts out and analyzes the structural features,semantic features,and content features,and comprehensively uses text mining and content analysis methods to clarify the characteristics of China’s health industry policy system.Secondly,this article quantitatively evaluates the policy effectiveness of 155 health industrial policies released at the central level.Based on quantitative policy research,this article examines the impact of industrial policies on Enterprises innovation performance by constructing a PSM-DID model and a multiple regression model,and discusses the impact of supply,environmental,and demand policy tools on Enterprises innovation performance.Finally,based on the theory of system dynamics,this thesis constructs a system dynamics model of the impact of health industry policies on enterprise innovation performance.By controlling the effectiveness of policy tools,system simulation is conducted to explore the impact and evolution trend of different secondary policy tools on enterprise innovation performance,and corresponding policy recommendations are proposed.The conclusions of this study are as follows:(1)The overall number of health industrial policy presents cyclical fluctuations,with significant differences in the number and construction priorities among regions.The eastern region focuses on exploring health industrial parks centered on medical education,medical services,and pharmaceutical manufacturing,while the western and central regions vigorously develop traditional Chinese medicine and new health formats.In terms of policy tools,the government currently uses more supply oriented policy tools,Environmental policy tools are diverse but tend to have imbalanced structures.The number of demanded policy tools is relatively small.Secondly,the proportion of secondary policy tools varies significantly over time.The Policy efficacy varies with quantity in a single year.Three types of policy tools show an overall upward trend,with supply policies increasing the most and demand policies increasing the slowest.(2)The health industrial policy plays a significant role in promoting enterprises innovation performance.Compared to non-state-owned enterprises,the impact of policy on innovation performance of state-owned enterprises is more significant,industrial policies are more conducive to improving the innovation performance with high capital intensity.Environmental policy tools significantly improve enterprises innovation performance by improving the business environment,providing tax incentives,financial credit support.They have the greatest incentive effect on mature enterprises,and have a significant inhibitory effect on enterprises in turbulent and declining periods;supply policy tools significantly reduce enterprises innovation performance.This inhibitory effect is weaker for mature enterprises than for growth enterprises;Demand policy tools have no significant impact on enterprises innovation performance.(3)Based on the system dynamics theory,this article focuses on the dimensions of talent,funding,and innovation performance,and specifically discusses the impact of each secondary policy tool on enterprises innovation performance.The results show that talent cultivation,infrastructure and research platform construction,regulatory and intellectual property protection,and financial support have the most significant incentive effects on enterprises innovation performance.The improvement of enterprise innovation performance is most sensitive to the influence of talent cultivation and incentive policies.Based on the above conclusions and the characteristics of the health industry,this article proposes policy optimization suggestions from talent factors,technological resources,and financial environment.Starting from the health industry policy,this study first quantitatively analyzes the distribution structure and effectiveness level of health industry policy tools based on policy tool theory.Secondly,through empirical analysis,it explores the impact of health industry policies and three types of policy tools on enterprise innovation performance.Thirdly,further simulation optimization is conducted for each secondary policy tool.On the one hand,it expands the existing research scope of the health industry,while adding case studies for the improvement of policy tool theory.On the other hand,it effectively demonstrates that the overall benefits of health industry policies are beneficial to the improvement of enterprise innovation performance,and provides reference optimization suggestions for the optimization of health industry policies around talent cultivation and financial environment. |
