Background : The 14th Five-Year Plan points out that our country has now entered a new development stage of comprehensively building a modern socialist country.The transformation of power,methods,structural adjustment and other aspects of reform need scientific and technological innovation to provide power.Enterprises are important carriers to promote the close combination of science and technology and economy,and should further strengthen their leading role in innovation.Innovation efficiency is an important measure of innovation level.However,previous studies on innovation efficiency mostly compare the efficiency differences among provinces from a macro perspective and study the current situation of industrial cluster innovation from a meso perspective,and rarely discuss the innovation efficiency of micro enterprises,especially those in emerging industries.Significance:This study takes listed enterprises on the science and technology innovation board with outstanding technical attributes,high market recognition and serving the national development strategy as the research object.Based on the evaluation of innovation efficiency,this study in-depth analyzes the environmental factors of innovation efficiency of listed enterprises on the science and technology innovation board,and puts forward countermeasures and suggestions to improve efficiency,aiming at helping science and technology enterprises optimize resource allocation and improve innovation efficiency.Open up the "fast track" of basic research and industrialization.Content:Based on the efficiency theory and innovation ecosystem theory,combined with the multi-stage characteristics of innovation activities,this paper constructs an enterprise innovation efficiency evaluation index system,and explores the internal mechanism of enterprise innovation transformation.Based on the innovation data of listed enterprises in China’s Science and Technology Innovation Board from 2019 to 2021,the three-stage DEA efficiency evaluation model is used to empirically analyze the innovation efficiency of micro-enterprises and its influencing factors.Result:The main findings of this paper are as follows:(1)The overall innovation efficiency of listed enterprises on the Science and Technology Innovation board is low,and the efficiency of research and development and the efficiency of application transformation show a "double low".After eliminating the influence of environmental factors,the technical efficiency of the two is improved,while the scale efficiency is decreased,showing a "high and low type".(2)The internal and external environmental factors have a significant impact on the innovation efficiency of enterprises,so that the innovation technology efficiency is underestimated and the scale efficiency is overestimated.In the research and development process,firm life,ownership concentration,government subsidies are positively correlated with input factor redundancy,while firm size and ownership nature are negatively correlated with input factor redundancy.In the process of application transformation,the level of regional economic development,technological development and industrial competition is directly proportional to the redundancy of application transformation input,and the level of industrial development is inversely proportional to it.The quality of regional talents has different influences on different input factors.(3)R&D efficiency and application conversion efficiency of enterprises change in opposite directions,reflecting different innovation orientations of enterprises.Technology-oriented companies have high R&D efficiency and attach importance to the development of new technologies,new processes and new products,while product-oriented companies have high application conversion efficiency,and their innovation activities focus on the commercialization of existing technological outputs.Conclusion : At present,the innovation efficiency of listed enterprises on the Science and Technology Innovation Board is low,and the development of research and development is not coordinated with the transformation of application,so the efficiency measurement by stages is helpful for enterprises to identify the innovation weaknesses.There are many internal and external factors that restrict the efficiency improvement of enterprises.It is necessary to consider the individual differences of enterprises and the influence of external environment when calculating and comparing the efficiency.The findings of this paper are helpful for science and technology enterprises to identify weak links in innovation,and relevant suggestions can provide reference for listed enterprises on the science and technology innovation board to improve resource allocation and innovation efficiency.
