Since 2018,the Sino US trade dispute and the sudden COVID-19 have had a huge negative impact on the production of China’s textile industry,and XY textile in the hinterland of the Central Plains has also been affected.In order to help the textile industry get out of the haze and achieve better development,China has issued the "Fourteenth Five-Year Plan" Development Outline of the textile industry,which,based on the new positioning of the textile industry,proposes to reasonably guide the transformation and upgrading of the industry and achieve high-quality development of the entire industrial chain,develop the industry into a strategy of "the pillar of national development,the solution of people’s welfare,the foundation of building a better life and the integration of the advantages of domestic and international markets".Under the guidance of the Outline,XY Textile Company is imperative to overcome the adverse internal and external environmental impacts,achieve transformation and upgrading,and improve the operational efficiency of the enterprise.In order to put forward reasonable suggestions on the operation and management of XY Textile Company,this paper establishes a four-stage DEA-Tobit-Malmquist index model from the perspective of enterprise operation efficiency research,based on enterprise management theory,efficiency theory and data envelopment analysis method,and studies the operation data of 23 enterprises in XY Textile Company from 2018 to 2021 as the input and output indicators,based on two cases of eliminating the impact of external environment,The operational efficiency of 23 companies was measured statically and dynamically.The research shows that the efficiency of XY Textile Company in the past four years has not reached 1 before the external influence is eliminated,that is,the efficiency is not in the optimal state,and the return to scale of the enterprise shows a state of diminishing scale;After excluding the impact of the external environment,the efficiency of each item has further declined,and the return to scale is still in a state of diminishing scale.DEA efficiency and Malmquist index are in a backward position among 23 enterprises.In this regard,this paper compares the redundancy of the DEA model of XY Textile Company and enterprises with high operational efficiency,finds out the deficiencies of XY Textile Company in financial and other operational management,and puts forward four suggestions for these deficiencies,namely:1 Strengthen outsourcing management of manufacturing industry and digest backward production capacity;2.Improve the enterprise’s collection and payment system and reduce financial costs;3.Overcome the impact of trade war and epidemic,and rebuild the high-quality enterprise cooperation system;4.Strengthen the construction of research and development system,and ensure the implementation of research and development results as soon as possible.
