The development of education is the necessary condition to realize the construction of a well-off society in an all-round way and the socialist modernization.The report of the Twenty National Congresses of the Communist Party of China(CPC)clearly puts forward the development strategy of optimizing the development of education and deepening the implementation of the strategy of building a strong country through education.Education funds are the foundation of Education Investment and the guarantee of education development.To improve the efficiency of education funds allocation is also the requirement of high-quality development of education.Because of the positive externality of education,the central and local governments are the main providers of education.Therefore,as an important intergovernmental institutional arrangement,fiscal decentralization has a far-reaching impact on the allocation efficiency of educational funds through the scale and structure of educational funds.Therefore,from the point of view of fiscal decentralization system,this paper discusses the influence of central fiscal decentralization on the allocation efficiency of education funds,has important practical significance.Based on the minimum information criterion(SSM),this paper constructs a comprehensive index with clear economic significance,calculates and evaluates the degree of fiscal decentralization in 31 provinces of our country,at the same time,based on the increasing returns of educational expenditure scale,DEA method is used to measure and evaluate the efficiency of educational expenditure allocation in each province under the VRS framework.Based on the above data,the paper empirically analyzes the effect of fiscal decentralization on the allocation efficiency of education funds,then,we test the mediating effect of local government’s educational expenditure bias and the moderating effect of economic development level,and then analyze the heterogeneity based on the eastern,middle and western regions.The results show that,first,the overall level of educational funds allocation efficiency in our country is high,and the scale efficiency is the main factor that restricts the further improvement of educational funds allocation efficiency.In terms of regional disparities and different levels of education,the scale efficiency of the eastern Midwestern Sectional Figure Skating Championships has increased in turn,while that of primary education,secondary education education and higher education has decreased in turn.Second,the influence of fiscal decentralization on the allocation efficiency of education funds shows an inverted U-shaped relationship at the level of 5%,and the allocation efficiency of education funds can be improved through the intermediary variable of local government’s educational expenditure bias,for every unit increase in local government expenditure on education,the allocation efficiency of education funds will increase by 0.51 units The adjustment of economic development level weakens the inverted U-shaped influence of decentralization on the allocation efficiency of education funds,and makes the turning point of the two come at the moment of higher decentralization.Third,the test of heterogeneity shows that the effect of fiscal decentralization degree of central government in the west of our country on the allocation efficiency of educational funds is greater than that in the east,the reason is that the marginal utility of decentralization degree in the Western Region is greater than that in the eastern region.
