Study On The Evaluation Of The Development Level Of Rural Vitalization In Anhui Province

In October 2017,General Secretary Xi Jinping proposed the implementation of the rural revitalization strategy at the 19 th Party Congress,and the meeting pointed out that the "three rural issues" should always be addressed as the top priority of the whole Party.This also means that the focus of the work on the "three rural areas" has begun to change to the comprehensive promotion of rural revitalization and the acceleration of the modernization of agriculture and rural development.To achieve an effective change,it is necessary to grasp the actual progress of rural revitalization in all aspects.This paper takes Anhui Province as the research object,combines the national strategic plan for rural revitalization,and constructs an evaluation index system for rural revitalization in Anhui Province in five aspects: prosperous industry,ecological livability,civilized countryside,effective governance and affluent life,and obtains the combination weights of the indexes based on the calculation of weights by combining the hierarchical analysis method and entropy weight method with the comprehensive weights.The main conclusions obtained are as follows:(1)The overall evaluation value of rural revitalization in Anhui Province for a total of four years from 2018 to 2021 has increased from 0.345 to 0.541,showing an upward trend,indicating that the overall development level of rural revitalization in Anhui Province is steady and improving.In terms of the development of the five major aspects of rural revitalization,the overall development trend of each indicator is rising year by year,but the growth rate of each indicator differs,among which,the growth rate of ecological livability and rural style civilization is relatively slow,with ecological livability rising from 0.086 in2018 to 0.106 in 2021,and rural style civilization rising from 0.052 in 2018 to 0.074 in2021,while the faster growth rate is effective governance,rising from 0.034 in 2018 to0.093 in 2021,but its proportion is the lowest among the five major aspects and the highest is prosperity of industry,reflecting the uneven development of various aspects of rural revitalization in Anhui Province.(2)Through a comparative analysis of the evaluation of the development level of rural revitalization in the three major regions of Anhui Province,the evaluation results show that in terms of the comprehensive development level,Anhui Central 0.339 > Anhui South0.324 > Anhui North 0.261,with Anhui Central having the best rural revitalization implementation effectiveness in comparison,Anhui South the second and Anhui North the worse.The development level within each region fluctuates greatly,and the phenomenon of bifurcation between municipalities is more serious,showing a "For example,the difference between Hefei and Anqing is greater in central Anhui,with Hefei having an overall score of 0.667 while Anqing has an overall score of 0.487.On the other hand,there are differences in the development of each region in five major aspects: in terms of industrial prosperity,Northern Anhui > Central Anhui > Southern Anhui,in terms of ecological livability,Southern Anhui > Northern Anhui > Central Anhui,in terms of rural civilization,Central Anhui > Southern Anhui > Northern Anhui,in terms of effective governance,Northern Anhui > Central Anhui > Southern Anhui,and in terms of affluence,Southern Anhui > Central Anhui > Northern Anhui.(3)Based on the above conclusions and the problems in the actual development of rural revitalization in Anhui Province,countermeasures are proposed in terms of industrial development,ecological environment,cultural system,policy design and the effective connection between consolidating the achievements of poverty eradication and rural revitalization to promote the modernization of agriculture and rural areas and realize the comprehensive revitalization of rural areas in Anhui Province.
