Digitisation is an important engine for economic growth under the new round of technological revolution and industrial change.The 14 th Five-Year Plan for the Development of the Information and Communication Industry proposes to "increase the construction of new digital infrastructure and accelerate the construction of new digital infrastructure such as 5G,industrial internet and big data centres to build a digital China".The rapid development of digital technology requires infrastructure to be adapted to industrial production methods.As the industrial economy is the focus of high-quality development,green transformation is the key.Green development of industry is a process in which industrial pollution is reduced,resources are intensive,regulation is strong and productivity is enhanced.The current industrial development in China still needs to be strengthened in these areas.The use of new digital infrastructures such as big data,cloud computing and artificial intelligence can help promote green industrial development.Therefore,it is important to study the impact of new digital infrastructures on the green total factor productivity of China’s industry to achieve high-quality development.In this paper,after combing the literature related to new digital infrastructure and industrial green total factor productivity,the theoretical structure of the paper is constructed based on classical theoretical foundations,and the spatio-temporal heterogeneity and its mechanism of action are examined.The main conclusions of this paper’s research:(1)This paper uses textual analysis to measure the construction level of new digital infrastructure in different regions,while this paper uses the SBM directional distance function and the GML The paper also uses the SBM directional distance function and the GML index to measure the green total factor productivity of industry.The results show that between 2004 and 2020,the development level of new digital infrastructure in China showed a trend of year-on-year improvement,while industrial green total factor productivity showed a "U" shaped growth trend,with large differences between regions,showing a rapid trend in the east,followed by the west and a slow trend in the centre.(2)The improvement in the construction of new digital infrastructure has a significant positive impact on industrial GTFP,and there is obvious spatial and temporal heterogeneity,with provinces(municipalities and autonomous regions)with a high level of new digital infrastructure development also having a significant impact on industrial green total factor productivity.After 2012,the contribution of new digital infrastructure to industrial green total factor productivity is more significant.(3)In the robustness test,the regression results remained consistent with the benchmark regression by using methods such as replacing non-expected output indicators,replacing the regression model,excluding special years and endogeneity treatment;(4)The results of the mechanism analysis found that green technological innovation and industrial structure optimisation respectively made the new digital infrastructure have a certain positive contribution to industrial GTFP.Different regions have different strengths in investment and construction,governance levels and public services,leading to differences in the construction levels of new digital infrastructures.This competition will not only affect the trend of talent flow and concentration,but may also influence the strategic layout and geographical location choice of industries.To enable new infrastructure to empower green development,the first step is to implement regional differentiated responses to narrow the industrial green total factor productivity gap.Secondly,accelerate the layout of new digital infrastructure to enhance industrial green total factor productivity.Finally,insist on the synergistic pull of green technological innovation and industrial structure optimisation,consolidate the long-term promotion mechanism of new digital infrastructure on industrial green total factor productivity,and realise the cooperation and mutual promotion of each region in cooperation and competition. |
