"Bus priority" is an important national strategy to solve environmental,energy,rapid urbanization and other issues.The State Council,the Ministry of Housing and Urban-Rural Development and the Tianjin municipal government have all listed the development of public transport as a key livelihood project.At present,with the price index rising,staff salaries,fuel prices,management costs and other costs continue to rise,public traffic enterprises’ operating pressure is increasing.Ticket income is the supporting income source of bus enterprises.Due to the public welfare characteristics of the public transport industry,limited by the number of operating vehicles,Vehicle Routing Problem,bus capacity utilization rate and other factors,the growth of corporate income is far lower than the growth rate of operating costs.In order to explore cooperation between enterprises and the government,Tianjin has experimented with regulations on bus operating costs from 2019 for two years.This paper discusses the cost regulation of tianjin bus industry from three aspects: cost regulation before regulation,cost regulation content and verification standard,cost regulation effect evaluation,and puts forward some suggestions on operation cost regulation of Tianjin bus group.Taking Tianjin Public Transport Company as an example,this paper analyzes the operation situation and external environment of Tianjin Public Transport Company before and after the trial implementation of operation cost regulation.In order to scientifically and accurately evaluate the effect of Tianjin Public Transport Company’s implementation of public transport cost regulation,this paper makes a comparative cartographic analysis of the operation data of Tianjin Public Transport Company in the past seven years.At the same time,it also puts forward the problems of enterprise management,such as the lack of scientific and efficient operation system,the difficulty in improving passenger traffic,the profit channel has not been opened,and the problems of financial subsidies,such as the large dependence of enterprises on financial subsidies,the unscientific form of cost regulation financial subsidies,and the lack of incentive guidance for enterprise cost saving.In view of the existing problems,we went to Nanjing,Chongqing,Shenzhen and other cities to carry out the cost regulation.After learning and comparing,we learned from the advanced experience of different places and put forward suggestions for the optimization of Tianjin’s public transport cost regulation,whether in the internal cost management system of public transport enterprises,the optimization of line network,the expansion of revenue,or in the government departments to promote the formation of joint forces and the development of public transport industry The paper also puts forward some suggestions on the establishment of supervision evaluation system and the optimization of incentives.
