Food security has always been the primary policy goal of China’s agricultural production.Wheat is the third largest grain crop and the second largest grain crop in Anhui province,which plays a pivotal role in ensuring national food security.For a long time,because the purchase price of wheat is lower than the actual production cost price of wheat,and wheat farmers can not achieve scale management,so the enthusiasm to expand the wheat planting area is not high.In this context,in 2018,the "No.1 Document" of the Central Committee proposed to explore trials of full cost insurance and income insurance for rice,wheat and corn,and launched a three-year agricultural insurance trial in Anhui Province.In 2021,"No.1 Central Document" further proposed that the coverage of full cost insurance and income insurance should be extended to major grain-producing counties in 13grain-producing provinces.The insurance liability of full cost insurance covers agricultural production costs such as direct physical and chemical costs,land costs and labor costs,as a transformation and upgrading of agricultural insurance.Full cost insurance is an important means to enhance agricultural production risk,which can effectively stabilize farmers’ income and guarantee farmers’ enthusiasm for grain growing.Based on the questionnaire survey of some wheat farmers in Xiao County,Anhui Province,this thesis draws the conclusion that raising the standard of agricultural security compensation can improve the enthusiasm of farmers to plant wheat.This study also discusses the mechanism of the effect of agricultural insurance subsidy policy on wheat planting intention from a micro perspective,taking the behavior of wheat growers in Suzhou City,Anhui Province as an example.The results showed that farmers’ satisfaction with the current agricultural insurance policy positively affected wheat farmers’ planting intention.Wheat planting area and land fragmentation degree had positive and negative effects on farmers’ planting intention,respectively.Satisfaction with the current wheat price positively affects their planting intention.In addition,the statistical results show that: the current agricultural insurance policy insurance compensation standard is low,the actual amount of compensation is also low,the guiding role of policy-based agricultural insurance for food security has not been fully reflected.There was a positive relationship between farmers’ willingness to expand wheat acreage and the increase of compensation standard.After controlling the above demographic variables,we found that agricultural insurance subsidy policy had a significant positive effect on wheat planting intention;Cost perception mediated the relationship between agricultural insurance subsidy policy and wheat planting intention;Income perception mediated the relationship between agricultural insurance subsidy policy and wheat planting intention;The subjective norms of farmers moderated the relationship between agricultural insurance subsidy policy and wheat planting intention,that is,the higher the subjective norms of farmers,the greater the positive impact of agricultural insurance subsidy policy on wheat planting intention.Finally,the innovation of this paper lies in that on the one hand,through in-depth mining of first-hand data sources and combining relevant theories,the paper makes up for the deficiency of previous researches which were mostly theoretical analysis.On the other hand,this study takes the planting intention of farmers as the result variable,which is more helpful to the effect research of subsidy policies in practice.
