In this era,sci-technology innovation ability seems to be a main content of a nation’s competitiveness.Both developed countries and developing countries attach special importance to the development of sci-technology innovation ability,treat sci-technology park as a key platform to optimize domestic industries’ sci-technology innovation ability,driving regional economy’s revitalizing and development through sci-technology innovation park’s development.With the enacting of a series of national favorable policies,the development of domestic scitechnology innovation parks has been elaborately promoted,receiving considerable attentions from all sections of society.Domestic sci-technology innovation industry’s development has stepped into a brand new stage,under which sci-technology innovation parks need to reform simultaneously.The construction and development of sci-technology parks means a great deal to the development of regional economy.Meanwhile,the construction and development of scitechnology is confronted with high investment,long cycle,difficulty of fund-raising and other issues.Based on such background,it’s required to explore how to expand sci-technology innovation park projects’ fund-raising means and modes from multiple perspectives in the subsequent phase.This thesis carries out the research on the essay with the sci-technology innovation parks as the research object.First,by introducing the concept of project fund-raising,development zone,industrial park,sci-technology innovation park,this thesis elaborates the fund-raising modes based on the subject of government and social capital;besides,combined with cases analysis,this thesis elaborates the fund-raising modes of Suzhou industrial park,Gu’ an industrial park,Beijing Zhongguancun Science Park,which lays a theoretical foundation for the entire article.Secondly,this thesis introduces the goal,basic principles,research thought of sci-technology innovation parks’ fund-raising mode evaluation,by means of Grounded Theory and Expert Interview Method,summarizes the initial indicators of selecting sci-technology innovation parks’ fund-raising modes,adopts Delphi method and data statistics analysis method to refine and sort out the original indicators,thus to reach final evaluation indicators and form an indicator system.Thirdly,through an introduction of AHP’s basic principles,it specifies scitechnology innovation park’s fund-raising mode AHP evaluation method,calculates scitechnology innovation park’s fund-raising mode evaluation indicator weight value,laying foundation for subsequent cases calculation.Then,with J sci-technology innovation park projects as the object of positive analysis,this article divides the project into two parts,the government leads the municipal supporting facilities,landscape,infrastructure construction,office building and other civil works,adopting the method of special bonds + bank loans for fund-raising.Industrial facilities and R&D technology centers in the five major fields of new generation information technology,high-end equipment manufacturing,new materials,new energy,life science and Biotechnology are built and led by social capital,under PFI mode.S company takes charge of development and building,and gives proposals on J Sci-technology Innovation Park’s fund-raising mode.Finally,this thesis summarizes the entire essay,elaborates the shortcomings of the essay,with expectations to improve in future.
