In order to cope with the new international environment,strengthen China’s reform and opening up and boost high-quality economic development,China has raised the construction of The Pilot Free Trade Zone(hereinafter referred to as FTZ)as a national strategy.Since the establishment of Shanghai Pilot Free Trade Zone in2013,the pace of construction of the Pilot Free Trade Zone has been continuously accelerated,from "point" to "one line" in the East,and then to the central and western regions.Up to now,a new pattern of opening-up has been basically formed,with the overall planning of sea and land and the consideration of the East,the West and the East.Among them,the third batch of Pilot Free Trade Zones(FTZs)has significant diversity and prominent role,and plays a pivotal link in the construction of FTZs.Empirical research on whether the establishment of the third batch of FTZs has a positive effect on regional economic growth,and puts forward suggestions on further promoting the healthy development of FTZs in the future,which not only provides reference experience and Enlightenment for other batches of FTZs,but also has important practical significance for excavating the new driving force of China’s economic growth.Firstly,by combing the relevant literature,this paper finds that there are few studies on the impact of the third batch of FTZs on regional economy,and there are few studies on the differences of the impact of the third batch of FTZs on regional economy.Therefore,taking free trade theory and unbalanced development theory as the research fulcrum,this paper analyzes the theoretical mechanism of the impact of FTZ on regional economy.Secondly,it analyzes the current economic development situation of the third batch of FTZs and their regions,and uses DID and the synthetic control method to evaluate the overall economic growth effect of the construction of the third batch of FTZs and the impact effect of each FTZ on the local economy.The results show that the overall economic growth effect of the construction of the third batch of FTZs is significant,but there are obvious differences in the impact of each FTZ on the local economy,as follows: first,the differences in the degree of impact.Shaanxi,Sichuan,Henan and Liaoning FTZs have a significant positive effect on regional economic growth;Chongqing FTZ has only a short-term role in promoting regional economy;The impact of Hubei and Zhejiang FTZs on regional economy is not significant.Second,there are differences in the playing time of the policy effect of the FTZ.The time lag of the policy effect of the eastern FTZ is more significant than that of the central FTZ,while the western FTZ has no obvious time lag.Third,there are differences in the sustainability of the impact of each FTZ on the local economy.Shaanxi,Sichuan and Liaoning FTZs have a strong sustainability of the impact on the regional economy,followed by Henan,Hubei and Zhejiang FTZs,and Chongqing FTZ is relatively poor.Based on the research results,this paper puts forward countermeasures and suggestions for the overall construction of the third batch of FTZs and specific countermeasures and suggestions for the future development of each FTZ from five aspects: further improving the level of trade facilitation,promoting the benign interaction between the secondary and tertiary industries,looking for misplaced development paths,improving government administrative efficiency and further releasing institutional dividends,For example,Shaanxi FTZ should optimize and upgrade the internal structure of the tertiary industry;Sichuan FTZ should transform its transportation system and strengthen interregional exchanges and cooperation;Chongqing FTZ shall develop in dislocation with other FTZs designed in the same batch;Hubei FTZ and Henan FTZ should continue to improve the level of intra regional trade facilitation and grasp the role of FTZ policies in promoting regional foreign trade;Zhejiang FTZ should continuously optimize and upgrade the industrial structure in the zone,strengthen the linkage development of various areas,and deepen cooperation with Shanghai FTZ;Liaoning FTZ should improve the administrative efficiency of the government and speed up the implementation of policies.
