With the achievement of the goal of building a moderately prosperous society and eradicating poverty,the focus of China’s work on the " Agriculture,rural areas and farmers" has gradually shifted from poverty eradication to the comprehensive implementation of the rural revitalisation strategy.This shift has created a large amount of capital investment and financial demand,creating new historical opportunities for rural financial services for the real economy of the " Agriculture,rural areas and farmers".As the core force of the rural financial market,rural banking and financial institutions must clearly define their responsibilities and provide a solid backing for rural revitalisation.However,in recent years,there has been an imbalance in the dual objectives of China’s rural banking and financial institutions,resulting in their inability to maintain sustainable financial development and fulfil their responsibility to serve the " Agriculture,rural areas and farmers ".In order to analyse such problems in the operation of China’s rural banking-type financial institutions,seek the root causes of the problems and explore the path to governance,this paper examines the issue of balancing the dual objectives of China’s rural banking-type financial institutions.First of all,on the basis of combing the domestic and foreign research,this paper defines the double goal and double goal imbalance of Chinese rural bank financial institutions,and expounds the theoretical basis of double goal balance of rural bank financial institutions and the relationship between them.Then,the improved TOPSIS method is used to construct the dual objective comprehensive evaluation system of rural bank financial institutions,and the state of the dual objective balance degree of rural bank financial institutions is determined and analyzed.Then,using the improved TOPSIS calculated by the rural bank financial institutions dual objective balance degree comprehensive index,through the establishment of panel Tobit model to rural bank financial institutions dual objective balance degree of empirical analysis.The results show that:(1)The dual target balance degree of rural bank financial institutions is not high on the whole,and the situation becomes more and more serious year by year during the sample period;In addition,regardless of the deviation tolerance,the vast majority of rural banking financial institutions with dual objectives in equilibrium have achieved a high degree of achievement of dual objectives,but more than one-fifth of rural banking financial institutions still fall into an inferior balance of "double low" degree of achievement of dual objectives.(2)No matter what deviation tolerance,most of the rural banking financial institutions in the dual objective imbalance state are mainly right-sided imbalance.(3)The work efficiency,management efficiency and inflation rate of rural banking financial institutions have a significant positive impact on the dual objective balance degree of rural banking financial institutions,while the ownership concentration,cost-income ratio,regional economic development level and urban-rural income ratio have a significant negative impact on the dual objective balance degree of rural banking financial institutions.Finally,based on the empirical conclusions,the following countermeasures and suggestions are put forward from three aspects:(1)The government should improve the rural credit system and rural financial supervision system,and provide policy support to rural bank financial institutions in a timely and appropriate manner.(2)Rural banking financial institutions should optimize their internal management structure to provide internal impetus for the coordinated development of dual objectives;At the same time,we should steadily promote the adjustment and innovation of business structure,and increase the importance of credit and operational risks.(3)Actively carry out financial knowledge popularization activities in rural areas and agriculture-related small and micro enterprises to improve their financial needs,and explore financial products and services suitable for agricultural and rural needs to increase the financial supply of " Agriculture,rural areas and farmers ".
