Under the background of my country’s state-owned enterprises implementing the mixed reform system,state-owned technology-based enterprises have gradually played an important role in leading high-quality development and innovation-driven development.Therefore,my country’s mixed-ownership reform has gradually begun to give priority to technology-based enterprises,and the proportion of state-owned technology-based enterprises in the first batch of mixed-ownership reform pilot enterprises in my country has gradually increased.Innovative R&D capabilities and human resources are the core competitiveness to promote the high-quality development of state-owned technology-based enterprises,but there are still some problems in these aspects of my country’s technology-based enterprises.In this context,this paper studies the motivation and effect of the implementation of employee stock ownership plans in technology-based state-owned enterprises.This paper selects the State Electric Power Institute as a case company and uses the method of case study.The State Power Research Institute is one of the first listed technology-based state-owned enterprises in my country to carry out the pilot of the employee stock ownership plan,which is representative to a certain extent.From the perspectives of realizing employee incentives,deepening the mixed reform of state-owned enterprises,corporate innovation needs,enriching equity and governance structures,and improving various performance,this paper analyzes the reasons for the implementation of employee stock ownership by the State Power Research Institute;from the perspectives of agency and supervision costs,Employee turnover rate and employee structure,R&D investment and number of patents,financial performance,operating performance and company growth are several indicators to analyze the implementation effect.The conclusion of the case shows that the State Electric Power Institute’s implementation of the employee stock ownership plan retains and attracts talents,and improves the innovation ability,financial performance,operating performance and growth ability of the enterprise.However,it has little impact on the ownership structure and whether the positive impact on the enterprise can be maintained in the long term is uncertain.Finally,this paper puts forward suggestions from the perspectives of the government,the company and the employees,aiming at the problems of the employee stock ownership plan of the State Power Research Institute.This paper enriches the theoretical system of the motives and effects of employee stock ownership plans;it helps to provide reference and reference for other technology-based state-owned enterprises to scientifically design employee stock ownership plans;it also helps the government to clarify the effects of different industries after implementing the plan Different from the problem,supervision and assessment should be carried out in a targeted manner;at the same time,it will also help the government to speed up the improvement of laws and regulations on employee stock ownership plans for state-owned technology enterprises. |
